About this file

This is a Public Announcement and Request for Vendor Interest (market survey) for Gulfstream G280 Initial and Recurrent Pilot Qualification Training issued by the Federal Aviation Administration (FAA). The FAA seeks qualified vendors to provide dedicated inspector/pilot training for the Gulfstream G280 aircraft, with a NAICS code of 611512 (Flight Training) and an estimated size standard of $34.0 Million. The primary contract type anticipated is a Firm Fixed Price Indefinite Delivery, Requirements Contract (ID/R), inclusive of all necessary travel, with the FAA preferring to award a single contract to one vendor capable of executing all training requirements.

The contractor must provide initial pilot qualification training—including aircraft and/or full flight simulator training to enable FAA inspector/pilots to pass the practical test to Airline Transport Pilot (ATP) standards for an unrestricted type rating in accordance with 14 CFR Part 61 requirements and the contractor's FAA-approved training program—as well as recurrent pilot qualification training consisting of ground school and full flight simulator training to enable FAA inspector/pilots to pass a pilot-in-command (PIC) proficiency check to ATP standards per 14 CFR Part 61.58(d)(1). All training must use only an FAA-approved training program, with contractors requested to minimize company-specific training and maximize aircraft-specific instruction. Interested vendors must submit expressions of interest by 9/24/2026 at 12:00 PM Central Time to Leslie.C-CTR.Bolton@faa.gov, including company name and SAM.gov UEI code, relevant experience with aircraft-specific training results, description of capabilities and resources, confirmation of U.S. Citizen personnel availability with required certifications, and a brief description of quality control and planning approach. The FAA operates under the Acquisition Management System (AMS), not the Federal Acquisition Regulation (FAR).

Public Announcement: Request for Vendor Interest

Gulfstream G280 Initial and Recurrent Pilot Qualification Training.

NAICS: 611512 Flight Training

Size Standard: $34.0 Million

The Federal Aviation Administration (FAA) is seeking statements of interest from qualified and capable vendors to participate in an upcoming acquisition for Gulfstream G280 Initial and Recurrent Pilot Qualification Training. This training is required for a pilot/inspector to achieve their mandatory certification and maintain their annual certification requirements in the Gulfstream G-280 aircraft. The FAA pilots and inspectors must maintain their certifications to ensure safety oversight of this aircraft.

Project Overview: To provide initial/recurrent ground school and flight training to FAA inspectors/pilots in the Gulfstream G280. Student quotas for these courses will be assigned by the Flight Standards Service Training Division, AFB or Aircraft Certification Service – Planning and Program Division AIR. The courses covered under this contract will meet the requirements for FAA formal flight training. FAA formal flight training consists of training courses with agency level course numbers that will be officially recorded in the employee’s personnel records.

Objective: The FAA aims to identify vendors with the necessary expertise, equipment, and qualified personnel to effectively provide Initial and Recurrent Pilot Qualification Training for the Gulfstream G280 aircraft. The purpose of this announcement is to solicit statements of interest and capabilities from all businesses that are interested in and capable of providing all or some of Gulfstream G280 Initial and Recurrent Training in accordance with the attached Performance Work Statement.

The FAA is particularly focused on identifying vendors capable of providing dedicated inspector/pilot initial and recurrent training for the Gulfstream G280 aircraft, meeting the following minimum standards:

General Requirements: The FAA requires inspectors/pilots to obtain initial and recurrent training in the aircraft GULFSTREAM G280. The contractor must train FAA inspectors/pilots using only an approved training program, as specified in section E.6 “Approved Training Program” of the performance work statement (PWS). The contractor must provide as a minimum the number of training hours contained within their FAA-approved training program. The contractor is requested, within the limits of their approved program, to delete company-specific training such as employee/customer relations, filling out company forms, evacuation training, company communications, or other items not directly related to the completion of the aircraft training and substitute training directly related to the successful completion of the type rating or proficiency check.

Initial Pilot Qualification Training: The contractor shall provide the aircraft and/or full flight simulator, and training necessary to enable the FAA inspector/pilot to pass the practical test to Airline Transport Pilot (ATP) standards (PTS) for an unrestricted type rating on subject airplane, in accordance with applicable (14 CFR) Part 61 requirements, the contractor’s FAA-approved training program, and the terms and conditions provided herein. Except when training for a single-pilot type rating, all flight simulation training and flight training shall conform to the principle of “crew concept.” If the aircraft is certificated for a “single-pilot” flight operation, then all FAA inspector/pilots shall receive certification as a single-pilot. The FAA inspector/pilot must obtain an unrestricted type rating.

Recurrent Pilot Qualification Training: The contractor shall provide the ground school and full flight simulator training to enable the FAA inspector/pilot to pass a pilot-in-command (PIC) proficiency check to Airline Transport Pilot (ATP) standards on the Gulfstream G280, in accordance with (14 CFR) Part 61.58(d) (1), the contractor’s approved training program, and the terms and conditions of the resulting contract/task order. Flight Simulation Training Device training shall conform to the principle of “Crew Concept” if applicable.

(Note: Please review attached PWS for ALL requirements in detail)

Procurement Strategy: The FAA prefers to award one contract to a single vendor capable of executing all training requirements for inspector/pilots for the Gulfstream G280 aircraft. The primary contract type anticipated for the execution of this requirement is Firm Fixed Price Indefinite Delivery, Requirements Contract (ID/R), inclusive of all necessary travel.

Submission Details (Required): Interested vendors are invited to submit a brief expression of interest, including the following information:

1. Company name, contact information, and System for Award Management (SAM.gov) Unique Entity Identifier (UEI) code.

2. Summary of relevant experience and past performance (specifically providing examples of actual aircraft-specific training results).

3. Description of capabilities and resources available to support the project and meet the requirements of the FAA.

4. Confirmation of the ability to provide U.S. Citizen personnel who meet the required certifications and experience levels.

Supplemental Submission Details (Desired): The FAA requests the following additional information about your company's capabilities:

1. Brief description of your approach to planning, organizing, and maintaining quality control measures throughout the training process.

Deadline for Submission: Please submit your expression of interest no later than 9/24/2026 12:00 PM Central Time to Leslie.C-CTR.Bolton@faa.gov.

Disclaimer: This announcement is for informational purposes only and does not constitute a solicitation or a promise of future business. The FAA reserves the right to make decisions regarding the acquisition strategy at its sole discretion.
