About this opportunity
The Department of State's US Embassy Guatemala City seeks two Toyota RAV4 models and one Toyota Fortuner model (or similar/equal vehicles), both 2026 model year or newer, with proposals due July 20 at 5:00 PM EST; however, Amendment 0001 (effective August 17) cancels this solicitation due to changes in Mission priorities. Questions regarding the original RFQ are no longer applicable.
Place of performance is Guatemala, with delivery to Boulevard Austriaco 11-51, Zona 16, Ciudad de Guatemala by September 30. The procurement carries no set-aside. Each vehicle must meet extensive specifications including engine displacement, horsepower, automatic transmission (CVT for RAV4, 6-speed sequential for Fortuner), four-wheel disc brakes, airbags, ABS, VSC systems, Toyota Safety Sense, climate control, smart key locking, power windows, LED headlights, fog lights, alloy wheels, and roof antenna. Pricing must be Cost, Insurance, and Freight with firm-fixed price; VAT at 12% is excluded from contract price but invoiced separately. Payment terms are Net 30 via Electronic Funds Transfer. Delivery windows are Monday–Thursday 8:00–11:00 AM and 2:00–3:30 PM, and Friday 8:00–11:00 AM, with prior notification required. All quoters must register in SAM prior to proposal submission per FAR 4.1102; failure to register renders proposals non-responsible. Award will go to the responsible company submitting a technically acceptable offer at lowest price, potentially without discussions unless companies fall within competitive range. Required submissions include SF-18, Statement of Work, Description, Warranty statement, Delivery Schedule, and proof of SAM registration, submitted via email to GuatemalaBids@state.gov in PDF, TIF, or GIF format with files not exceeding 10MB. NAICS code 3361; PSC 2310.
