Request for Quotation (RFQ) Summary
This Request for Quotation (RFQ) Number 19GT5027Q0005, issued by the U.S. Embassy in Guatemala on November 4, 2026, solicits professional software development services to stabilize, complete, and deploy a tracking web platform for the Grupo Interinstitucional Operativo (GIO). The procurement is for the International Narcotics and Law Enforcement Affairs (INL) section and involves diagnosis, stabilization, development, and production deployment of the GIO tracking platform over a five-month period of performance. The requirement is structured as a firm-fixed-price contract with five contract line items (CLINs): CLIN 1 covers assessment, audit, and base code stabilization; CLIN 2 addresses functional completeness and alternative data solutions; CLIN 3 encompasses production deployment and user acceptance testing; CLIN 4 includes final stabilization, technical documentation, and knowledge transfer; and CLIN 5 provides 60 calendar days of post-delivery warranty support. The quotation deadline is November 30, 2026, by 5:00 p.m. local time, with questions due by November 10, 2026. Prospective quoters must be registered in SAM (System for Award Management), submit the SF-1449 form, Section II (schedule of services), and proof of SAM registration. The Government intends to award to the lowest-priced, technically acceptable, responsible offeror based on initial quotations without discussions, though discussions may occur if necessary with companies in the competitive range.
The contractor shall provide all labor, services, materials, equipment, and technical documentation, including a stabilized source code repository, Entity-Relationship Diagram, deployment and maintenance manual in both English and Spanish, end-user operational manual, and UAT support. All deliverables must be provided digitally to INL Guatemala. The firm-fixed price includes all overhead, profit, and transportation; VAT is excluded from the unit prices and will be added to invoices at 12 percent. The contractor must be registered to conduct business in Guatemala or maintain a partnership with a host-country-registered business. Payment will be made in a single disbursement following satisfactory inspection and written acceptance of the complete platform. Invoices must be submitted through the payment portal with an electronic funds transfer form; payment processing begins after services are rendered and a correct invoice is received, with payment terms of Net 30 days. The evaluation criteria prioritize technical approach feasibility, compliance with technical specifications, demonstrated capacity in Angular development, backend/database administration, API and non-API system integration, and secure production deployment practices, with award made to the lowest-priced, technically acceptable offeror.

This software shall increase, support, and strengthen the Grupo Interinstitucional Operativo's capacity to securely exchange regulatory information among participating institutions, as mandated by Acuerdo Gubernativo Número 102-2025, thereby ensuring the timely and accurate oversight of precursors, chemical substances, and related controlled products in furtherance of public health and security.
The Contactor shall provide all labor, services, materials, equipment, transportation, supervision, standard equipment warranty and all requirements necessary to accomplish the efforts described in this Statement of Work (SOW).
This shall be a firm-fixed price type of contract, in accordance with the specifications of this Statement of Work (SOW). No additional sums will be payable due to any escalation in the cost of labor, tools, or third-party services, or because of the Contractor's failure to properly estimate or accurately predict the level of effort or difficulty of achieving the results required by this contract. Nor will the contract price be adjusted on account of fluctuations in currency exchange rates.
The firm fixed price shall include all software development services, technical support, and required documentation across the four (4) Products defined in this SOW, including but not limited to: the stabilized source code, Entity-Relationship Diagram (ERD), Deployment and Maintenance Manual (Technical ReadMe), UAT support, production deployment services, End user manual in both English and Spanish, knowledge transfer sessions, and the sixty (60) calendar day post-delivery warranty period.
Consistent with the legacy code warranty terms established in this SOW, no additional costs or deadline extensions shall be accepted on account of pre-existing defects in the legacy code, unless such changes correspond to explicit scope changes requested in writing by INL Guatemala.
All technical documentation, including the Deployment and Maintenance Manual (Technical ReadMe), shall be furnished in both English and Spanish.
The price listed below shall include all labor, materials, overhead, profit, and transportation necessary to deliver the required service to the U.S. Embassy Guatemala – INL office located in Guatemala City for the Grupo Interinstitucional Operativo (GIO) to be the final user.
Offers shall be in Quetzales or U.S. Dollars, depending on the Contractor´s capacity to provide an invoice in the currency proposal was submitted.

• Subtask 2.3: The Contractor shall design and implement an effective data-ingestion solution to incorporate information from the six (6) non-API integrated services (Destructions, Hospitals, Pharmacies, Certifications, Administrative Procedures, and Inspections). The Contractor may propose the most suitable technical approach (e.g., web forms, bulk file ingestion) to meet this outcome.
• Subtask 2.4: The Contractor shall achieve full completion of business logic and workflows required for platform functionality.
• Deliverable: A functionally complete platform in the testing/development environment, validated through an end-to-end walkthrough demonstration approved by the U.S. Government
(THE CLIENT).
Note: Completion of this task requires authorization from the Government of Guatemala to access the platforms described herein. In the absence of such authorization, this clause shall be omitted from the contract, or an alternative approach shall be evaluated to achieve full or partial compliance.

During this warranty period, the Contractor shall correct, at no additional cost to the Government, any hidden defect, bug, or technical instability that arises in the deployed platform. This warranty period is considered sufficient given the nature of the deliverable, as it follows the completion of User Acceptance Testing (UAT) and full production deployment, allowing adequate time to identify and resolve any residual issues under real operating conditions. Should the Government determine that platform complexity or post-deployment findings warrant additional coverage, an extended warranty period may be negotiated as a separate scope change, subject to written agreement by both parties.
The Contractor shall be registered to do business in the host country (Guatemala) or shall have an existing partnership with a host-country-registered business. This is required to ensure the Contractor's ability to provide ongoing technical support, maintenance, and issue resolution for the tracking web platform throughout the period of performance and the post-delivery warranty period.
The Contractor shall maintain a valid warranty on all software development services and deliverables provided under this contract, which shall be utilized to coordinate the correction of defects, bugs, or technical instabilities for the end user (Grupo Interinstitucional Operativo) at no additional cost, consistent with the sixty (60) calendar day warranty period established in Section II of this SOW.

It must cover all system roles, administrative workflows, data-entry procedures for non-API modules, license tracking, reporting, and troubleshooting common user errors, including visual screenshots and workflow diagrams.
• Deployment to the institutional production server (task 3) shall be performed directly by the Contractor's technical team, following the security and configuration standards specified in Section I (NGINX, SSL, database migration).
All deliverables, documentation, and production deployment services shall be provided to:
INL Guatemala designated point of contact (POC).
Contract Number 19GT5027CXXXX
IV. CUSTOMS CLEARANCE AND TAX EXEMPTIONS
This requirement is for professional software development services (diagnosis, stabilization, development, and production deployment of the Grupo Interinstitucional Operativo tracking web platform) and does not involve the importation of physical goods or equipment into Guatemala.
Accordingly, no customs clearance, import duties, freight charges, or duty-free exemption certificates apply under this contract.
Any applicable local taxes on services rendered by the Contractor within Guatemala shall be addressed in accordance with the Contractor's registration and tax obligations as a business operating in the host country.
V. INSPECTION AND ACCEPTANCE
The Contractor shall provide to the U.S. Government the deliverables described in the Technical Specifications (Section I) of this Statement of Work. Further, the Contractor shall properly perform all required testing, quality assurance, and validation on each Taskprior to submission for Government review.
The final inspection and acceptance of ALL deliverables shall be performed by the U.S.
Government upon completion and submission of the entire scope of work (Products 1 through 4).
If INL Guatemala officials identify an incomplete, non-functional, or defective deliverable, they shall immediately refrain from accepting it and notify the Contractor in writing. Upon notification, the Contractor shall correct or replace the deficient deliverable at no additional cost to the Government. If the Contractor fails to meet the performance standards established in this SOW, the U.S. Government reserves the right to take appropriate action, including withholding payment in full until satisfactory correction is completed. Payment to the Contractor shall be made in a single disbursement, following satisfactory inspection and written acceptance of the complete and fully functional platform, including all four (4) Products and the mandatory technical documentation package described in Section I. All deliverables shall conform exactly to the standards described in the Technical Specifications.
If any deliverable does not fulfill the requested technical specifications, INL Guatemala shall return it to the Contractor for correction at no additional cost to INL Guatemala. The Contractor shall evaluate and remediate the returned deliverable at no additional cost to INL Guatemala, consistent with the legacy code and warranty provisions established in this SOW. No partial or milestone-based payments shall be issued; the full contract price is contingent upon final acceptance of the complete scope of work.
All periodic reports and task deliverables shall be inspected, tested (where applicable), and reviewed by the Government throughout the period of performance, but formal acceptance and payment shall occur only upon delivery and acceptance of the final, complete platform.
INL Guatemala will have ten (10) business days to inspect and accept the complete deliverable following its final submission. The designated representative of the U.S. Embassy in Guatemala will be responsible for carrying out acceptance criteria as follows:
Completeness — Confirmation that all required components across all four (4) Products (e.g., source code, reports, documentation) have been delivered in full. ii. Compliance with Technical Specifications — Verification that the complete platform meets the functional and technical requirements described in Section I of this SOW. iii. Compliance with Delivery Timeline — Confirmation that the final deliverable was submitted within the overall five (5) month timeframe established in this SOW. iv. Correct Operation — Successful functional demonstration, testing, or User Acceptance Testing (UAT), confirming that the complete platform operates as intended in the production environment.
VI. PERIOD OF PERFORMANCE
The Contractor shall deliver elements described above in Section I, Specifications, within 5 months after award of the contract.
VII. PLACE OF PERFORMANCE
The work under this contract shall be performed primarily at the Contractor's facility; however, on-site work at the U.S. Embassy Guatemala City and/or the designated facilities of the Grupo Interinstitucional Operativo (GIO) shall be required for Task 3 (Production Deployment and User Acceptance Testing) and Task 4 (Knowledge Transfer). All coordination visits, deployment activities, and knowledge transfer sessions requiring physical presence shall take place at the GIO's institutional facilities in Guatemala City, Guatemala, as coordinated with the designated INL Guatemala point of contact. Remote work shall be permitted for all other tasks and activities where physical presence is not explicitly required, provided the Contractor maintains effective communication and coordination with INL Guatemala POC and the GIO throughout the period of performance.
QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)
This plan provides an effective method to promote satisfactory contractor performance. The QASP provides a method for the Contracting Officer's Representative (COR) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract.
The role of the Government is to monitor quality to ensure that contract standards are achieved.
