About this opportunity
The U.S. Embassy in Guatemala seeks services from a qualified public relations firm or professional to develop and implement a private-sector partnership strategy supporting U.S. Government messaging on voluntary return and the CBP Home App, with proposals now due September 1, 2026 and questions due August 12, 2026. Amendment No. 0001, effective August 21, extended the original August 5 deadline to September 1; offerors must acknowledge receipt of this amendment.
Place of performance is Guatemala. The contractor must identify, establish, and manage strategic alliances with a minimum of ten Guatemalan private-sector companies, targeting three business chambers or associations as anchor entry points. Mandatory qualifications include at least three documented prior success cases of private-sector alliances, specific experience with immigration or return/reintegration themes, prior audience or market research experience, a named Account/Campaign Lead with public-sector campaign experience, and evidence of managing politically sensitive communications issues. Offerors must be registered in SAM and demonstrate either at least three years of established business presence in Guatemala or commitment to establish an office within 30 days of award. U.S. prime contractors may partner with Guatemalan subcontractors if both demonstrate applicable qualifications.
The contract is Firm-Fixed-Price with a one-year period of performance structured in three phases: research and baseline development (Months 1–2), implementation with partner activation and materials deployment (Months 3–11), and evaluation with final reporting (Month 12). The Strategic Phase Payment represents approximately 25–30% of total contract value, followed by ten monthly payments of approximately 6% each from Month 3 through Month 12. No budget ceiling or estimated value is disclosed. Pricing may be quoted in U.S. Dollars or Guatemalan Quetzales, with VAT priced separately. Payment is Net 30 days via Electronic Funds Transfer only. Award will be made to the lowest-priced, technically acceptable quotation based on initial proposals without discussions, though discussions may occur with companies in the competitive range if necessary. NAICS 541613, Marketing Consulting Services; PSC R422, Support–Professional: Market Research/Public Opinion.
