This plan provides an effective method to promote satisfactory contractor performance. The QASP provides a method for the Contracting Officer's Representative (COR) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

V. TECHNICAL SPECIFICATIONS

a. Objectives

The contractor's work shall directly support the following Embassy objectives:

• Expand the reach of USG messaging on voluntary return by channeling it through trusted, non-governmental platforms and community touchpoints.

• Increase awareness of the CBP Home App among target audiences in Guatemala.

• Increase the number of individuals who use the CBP Home App to return to Guatemala.

• Increase audience understanding of the voluntary return process and its comparative advantages (free flight, exit bonus, among others).

• Reduce the risk that individuals considering return are exploited by scams or fraudulent actors, by concentrating trusted-channel communication around verified, Embassy-confirmed information.

• Add value to the use of the CBP Home App by connecting returnees, through the alliance network, to productive reintegration opportunities — such as investment, entrepreneurship, employment, or financial planning resources — that support their transition back to Guatemala.

As part of this contract, the contractor shall establish a working baseline for CBP Home awareness and usage in Guatemala. This is not intended as an extensive or standalone research study; rather, the contractor shall build efficiently on existing, limited data from a recent Embassy immigration survey, supplementing it with a targeted, right-sized inquiry sufficient to inform the strategy. Based on this baseline, the contractor shall propose measurable targets against each objective above for Embassy validation during the research and strategy phase

b. Target Audience & Strategic Context

The primary audience is:

• Guatemalan relatives and community members residing in Guatemala who maintain close ties with family members in the United States without legal status, and who are positioned to influence or support that family member's decision to pursue voluntary return — particularly relatives residing in departments with historically high rates of illegal immigration to the U.S.

c. Research, Baseline Development & Pilot Validation

The contractor shall establish a working baseline for CBP Home awareness and usage in Guatemala by conducting research that combines:

• Family/community-side insight — reviewing existing Embassy immigration survey data and supplementing it with the contractor's own primary or secondary research to understand what target audiences currently believe, fear, or misunderstand about voluntary return, the CBP Home App, and the risk of scams, and through which channels they currently receive and trust this kind of information; and

• Private-sector landscape analysis — identifying the types of Guatemalan companies, guilds, or institutions with institutional, commercial, academic, or reputational incentives to engage on this issue, including but not limited to organizations with existing worker-training, job-placement, or migrant-support programs, and businesses with a commercial or academic interest in returnees as a customer or investor segment (e.g., financial institutions positioned to capture exit-bonus deposits or investment, businesses offering reintegration services, employers in high-emigration departments seeking labor). This analysis should identify why a given sector, or company would be motivated to partner — not only that they might be willing.

Building on these findings, the contractor shall design and execute a small-scale pilot with one additional partner company during Months 1–2, to test key messaging, channel assumptions, and partner receptivity before full-scale rollout. The pilot partner is additional to, and distinct from, the minimum of ten (10) companies required under Section d. Private Sector Alliance Strategy .

Given that 2027 is a general election year in Guatemala, the pilot should also help identify political sensitivities that could affect the campaign's public reception, so the full strategy can be adjusted accordingly.

The contractor shall present the resulting baseline, research findings, and pilot results to the Embassy as part of the Month 1–2 research and baseline report, together with proposed, measurable targets for Embassy validation.

d. Private Sector Alliance Strategy

Develop and present to the Embassy a partnership strategy that:

• Identifies three (3) target guilds, chambers, or business associations (e.g., industry chambers, transport associations, financial/banking associations) as anchor entry points.

• Through those anchors, identifies and secures commitments from a minimum of ten (10) individual companies (excluding the pilot partner described in c. Research, Baseline Development & Pilot Validation), prioritizing entities that:

o Have national coverage or a strong footprint in departments with high rates of illegal immigration to the U.S. (The areas can be discussed with the Embassy);

o Already run, or have expressed credible interest in running, initiatives benefiting migrants or returnees (job placement, skills training, financial inclusion, reintegration support);

o Have an existing relationship with, or affinity for, the U.S. government or U.S. commercial interests.

• Defines the specific channel or asset each partner would contribute (physical space, product packaging, customer touchpoint, distribution network, etc.) and the in-kind value of that contribution.

• Presents each proposed partner to the Embassy with a clear rationale for its strategic value.

• Requires Embassy vetting confirmation before any agreement is finalized, consistent with the vetting standards described later in this SOW.

The Embassy prioritizes the strategic value and durability of each partnership over sheer volume:

the minimum of ten (10) companies represents a floor to ensure sufficient scale and channel diversity, not a target pursued for its own sake. Proposals should demonstrate how each partner meaningfully advances the objectives — the Embassy values a smaller number of high-impact, durable alliances over a larger number pursued primarily to satisfy a numeric target.

e. Messaging & Creative Standardization

• Develop a set of three (3) core key messages that collectively address the objectives in Section a., grounded in current cleared USG voluntary return / CBP Home messaging, and suitable for adaptation across the partner channels identified above. Each message should map clearly to the objective(s) it supports. The Embassy may, at its discretion, request expansion of up to six (6) key messages, one per objective, during the strategy validation stage.

• Produce a Brand Standardization & Usage Guide establishing clear rules for how the existing DHS/CBP Home visual identity (logo, color, typography), other U.S. Government visual elements, and any campaign-specific creative elements are applied consistently across all partner spaces and materials. The objective is to protect and standardize the USG's institutional image wherever it appears alongside partner-provided visual elements. This is a usage/governance document, not the creation of a new visual identity.

• Produce the creative materials needed for the identified partner spaces/platforms, sized to the contract's budget scope. Where a partner elects to produce its own materials, the contractor shall review and confirm that such materials meet Embassy requirements before use.

• Secure written partner commitments to fund and manage the printing, distribution, and any associated logistics of materials within their own spaces, consistent with the collaborative, resource-sharing model of these alliances; this in-kind contribution is a required element of a qualifying partnership, not an optional add-on. Implementation and execution costs of this nature are not covered by the Embassy.

• All messaging and materials require Embassy review and written approval before production or public use.

f. Monitoring & Evaluation

• Design and deploy a QR code mechanism capable of tracking, at minimum: (i) App download conversions attributable to the campaign, and (ii) a unique identifier per partner or placement, to determine which specific channel, space, or partner generated a given scan. Geolocation and other individual-level personal data tracking are not authorized under this contract; the contractor's proposal should describe its data-handling approach to confirm that only aggregated, anonymized engagement metrics are collected and reported.

• In addition to QR-based metrics, the contractor's technical proposal should include at least one complementary method or example (e.g., partner satisfaction surveys, message recall testing, earned/media coverage tracking) for measuring success and capturing lessons learned throughout implementation.

• Submit an evaluation plan aligned to the PD Section's existing M&E framework (to be provided at award), demonstrating how the contractor will measure and report progress against the objectives in Section 2. Offerors should anticipate dedicating meaningful staff time, not a one-time report, to tracking and interpreting results, and should describe this effort and any associated cost in their technical and cost proposals.

g. Partner Vetting & Compliance

For every proposed partner, the contractor shall document and attest that the entity:

• Shares U.S. values and presents no conflict with U.S. foreign policy interests;

• Derives its business/investment activity from lawful, transparent sources;

• Has no credible record of human rights abuses, forced or child labor, or human trafficking;

• Is not subject to U.S. or international sanctions and has no affiliation with sanctioned persons or entities;

• Has no pending or historical litigation, criminal investigation, or regulatory violation (domestic or international) that could create reputational risk for the Embassy;

• Has no affiliation with corruption, organized crime, or politically polarizing actors or parties;

• Has no history of public controversy reasonably likely to generate negative press or public criticism by association with the U.S. Embassy.

When the contract is in force, the contractor shall submit vetting documentation for each proposed partner. The Embassy retains final authority to confirm or reject any alliance, and all signed partner agreements must be shared with the Embassy for its records upon execution.

h. . Management and Communication

• Designate a single Point of Contact (POC)/Account Lead to serve as primary liaison with the PD Section, with professional-level English proficiency.

• Maintain biweekly coordination calls/meetings with the PD Section throughout the period of performance, plus ad hoc communication regarding partner developments, policy shifts, or emerging risks.

• Present the management plan for executing the full strategy no later than the end of Month 1.

• Present the finalized partnership strategy and prioritized partner list, with rationale and pilot results, no later than the end of Month 2, for Embassy confirmation before implementation begins.

VI. WARRANTY SPECIFICATIONS:

The Contractor shall warrant that all services performed under this contract will be provided in a professional, timely, and workmanlike manner and in accordance with the requirements of this Statement of Work (SOW).

The Contractor shall ensure that all deliverables, including surveys, focus groups, reports, presentations, transcripts, data files, and dashboards, are complete, accurate, and meet the quality standards established by the U.S. Embassy.

If any deliverable is determined by the U.S. Embassy to be incomplete, inaccurate, or not in compliance with the requirements of this SOW, the Contractor shall correct or revise the deliverable at no additional cost to the Government within the timeframe specified by the Contracting Officer or Contracting Officer's Representative (COR).

The Contractor shall maintain qualified personnel and appropriate quality control procedures throughout the period of performance to ensure that all services are performed in accordance with the contract requirements.
