About this opportunity

The U.S. Embassy in Guatemala seeks public opinion research services, including audience analysis surveys and focus groups over one year, with proposals due September 1 (amended from August 17). This is an RFQ with Firm-Fixed-Price award to the lowest-priced, technically acceptable quoter; no set-aside applies.

Place of performance is Guatemala, nationwide including urban and rural areas across all departments. The scope requires two Audience Analysis Surveys (spot polls) with 500 completed interviews each using Computer-Assisted Personal Interviews with GPS coordinates, targeting 2.83% sampling error at 95% confidence level, plus four focus groups with 7–9 participants each at 90 minutes duration. All data collection and focus group sessions must be conducted in Spanish; all deliverables, reports, and dashboards must be submitted in English. Deliverables include raw and weighted data files, key findings reports, interactive dashboards filterable by geography and demographics, session recordings and transcripts, and formal presentations. Focus groups are expected to be conducted in person, with virtual sessions available only as contingency where in-person access is difficult. Socioeconomic breakdown and departmental coverage will be confirmed during study-specific planning meetings with the Embassy; vendors must design flexible sampling methodology to accommodate nationwide coverage across most departments.

All data is exclusive property of the U.S. Embassy and must comply with USG data protection standards. Quotations must be priced in U.S. Dollars or Guatemalan Quetzales with VAT shown separately. Payment terms are Net 30. Offerors must be registered in SAM, provide past performance references for comparable projects, evidence of established business operations in Guatemala, and SF-1449 with representations and certifications. Questions were due August 7. Acknowledgment of Amendment 0001 is required by the September 1 deadline.
