About this file

This is a Questions and Answers document for RFQ 19GT5026Q0067 addressing vendor inquiries regarding Guatemala Public Opinion Research Services.

The document clarifies key contract requirements for potential vendors. The scope encompasses nationwide coverage including both urban and rural areas across all departments of Guatemala. Focus groups are expected to be conducted primarily in person, with virtual/online sessions available only as a contingency for specific cases where in-person access is difficult. All deliverables, reports, filters, and guides submitted to the Embassy must be in English; however, data-collection instruments and focus group sessions must be conducted in Spanish. Vendors should assume one tailored report for each product listed in the Scope of Services—specifically one report per Audience Analysis Survey (Spot Poll) and one report per Focus Group session including results presentation. The contract requires 500 completed interviews per poll with nationwide coverage reflecting varied socioeconomic levels, though no fixed NSE distribution applies uniformly across all studies. The exact socioeconomic breakdown will be confirmed on a per-study basis during study-specific planning meetings. Regional breakdown is not predetermined; the Embassy will define departmental coverage for each study in advance and communicate it to the awarded contractor. Vendors should design flexible sampling methodology to accommodate coverage likely extending to most departments of the country.

RFQ 19GT5026Q0067 – GUATEMALA PUBLIC OPINION RESEARCH

SERVICES – Questions and Answers

1. The scope is indicated as nationwide. Should we assume urban areas in the interior of the country, correct? Not rural areas.

R. The contract scope is nationwide and may include both urban and rural areas, in any department (region) of the country.

2. The groups may be conducted either in person or virtually, as determined by the client.

Should we quote based on the higher-cost option, or can we define from the outset how many will be conducted in person and how many virtually?

R. Focus groups are expected to be conducted primarily in person. The virtual/online option was included in the SOW as a contingency, to be used only in specific cases where in-person access to the required participants would be difficult, for example, due to scheduling constraints or the nature/location of the target audience.

3. Deliverables such as reports, filters, and guides are mentioned, but the language is not specified. Should these be in English, correct?

R. Deliverables and all materials submitted to the Embassy are expected to be in English.

However, consistent with the SOW's methodology requirements, the data-collection instruments and focus group sessions, including all content addressed directly to participants, must be conducted in Spanish.

4. Customized reports for PD are requested, but the quantity is not specified. Should we assume two reports per focus group, or can you confirm the required number of reports at this time?

R. Potential vendors should assume one tailored/customized report for each product listed in the Scope of Services. That is, one report per Audience Analysis Survey (Spot Poll) and one report per Focus Group session, including a presentation of the results.

5. No distribution by socioeconomic level (NSE) is specified. Should we use the standard distribution for Guatemala, or can you confirm the required NSE distribution at this time?

R. A fixed, standardized NSE distribution does not apply uniformly across the contract; per the SOW, the sample is designed to reflect "varied socioeconomic levels," with the exact breakdown confirmed on a per-study basis, within a fixed framework of 500 completed interviews per poll and nationwide coverage.

6. Regarding to the study being conducted for the Embassy of Guatemala, we would be grateful if you could kindly provide us with the regional breakdown planned for the study. This information will help us better understand the intended geographic coverage at the national level and ensure that the proposed sampling approach appropriately reflects the scope and objectives of the study.

R. The contract requires nationwide coverage, and while no fixed regional breakdown is predetermined, the Embassy will define the departmental coverage for each study and communicate it to the awarded contractor in advance, consistent with the study-specific planning meetings. Potential vendors should anticipate that coverage will likely extend to most departments of the country and design a sampling methodology flexible enough to accommodate this.
