Paragraph 1:

The U.S. Department of Agriculture, Forest Service is seeking contractors to provide construction services for the removal and disposal of existing asphalt surface, and placement of new asphalt materials at the Grey Towers National Historic Site in Milford, Pennsylvania. The work includes mobilization, culvert cleanout, aggregate base, concrete pads, machine grading, asphalt paving, and permanent pavement markings. The contract will be awarded on a firm-fixed-price basis and is subject to the Construction Wage Rate Requirements statute (Davis-Bacon Act). Quotes must be submitted by October 19, 2024, and the work must be completed within 30 days after the notice to proceed. Evaluation criteria focus on the contractor's experience, past performance, and equipment.

Paragraph 2:

This opportunity is set-aside for small businesses. Interested contractors must be active in the System for Award Management (SAM.gov) to be eligible for award. The estimated magnitude of the construction project is between $80,000 and $180,000. A mandatory site visit is scheduled for October 10, 2024. No reimbursement will be provided for costs associated with responding to the solicitation. The place of performance is Milford, Pennsylvania.

The U.S. Department of Agriculture, Forest Service announces an opportunity at the Grey Towers National Historic Site in Milford, Pennsylvania for the removal and disposal of existing asphalt surface, and placement of new asphalt materials.  Work includes, but is not limited to mobilization, asphalt removal and disposal, culvert cleanout, aggregate base, concrete pads, machine grading, asphalt paving and permanent pavement markings. 

The work is subject to the Construction Wage Rate Requirements statute, formerly known as the Davis-Bacon Act, and is set-aside for small businesses. See attachments for complete details and quote submission instructions. 

There is a Site Visit at the project location on 10/10/24 at 1:00 pm Eastern. See Solicitation Section L, 452.237-71 for more information.

This announcement constitutes a solicitation for construction issued as a Request for Quote (RFQ). In accordance with FAR Part 13, no previous synopsis was posted subject to FAR 13.105(a) with reference to the exception found at FAR 5.202(13). 

Interested contractors must be active in SAM.gov on the date the quote is received to be eligible for award. Quotes submitted by contractors without an active record in SAM.gov will not be considered.

The solicitation is posted to SAM.gov and no hard copies of the solicitation, supporting documents and applicable amendments, if any, will be provided. No reimbursement will be made for any costs associated with providing information in response to this solicitation or any follow up information requests.
