About this opportunity

The Department of the Navy Naval Sea Systems Command is conducting market research to identify vendors capable of providing lodging accommodations for Portsmouth Naval Shipyard employees in Groton, Connecticut. The Sources Sought Notice seeks residential properties within 15 miles of Submarine Base New London, with specific requirements including units of at least 400 square feet, separate bedrooms, full kitchens, and comprehensive amenities like high-speed internet, cable TV, and on-site laundry facilities. Interested vendors must submit a capabilities statement and company information to Alyssa Cress by 5:00 PM EST on December 18, 2024, with the understanding that this is a market research exercise and not a formal solicitation. The procurement will be evaluated based on vendors' ability to meet detailed lodging specifications, including monthly housekeeping, weekly linen service, and compliance with fire safety standards. Vendors must operate within the NAICS 531110 category for residential building lessors.

The contract opportunity covers a lodging period from August 15, 2025, to July 1, 2026, with varying room requirements: 194 rooms for 47 nights, 387 rooms for 184 nights, and 159 rooms for 92 nights. There is no specific set-aside designation for this procurement, and the opportunity falls under a $30 million size standard for the NAICS category. All proposed lodging rates must be at or below government per diem rates, and properties must provide 24-hour check-in capabilities and maintain units in sanitary condition. The total quantity of rooms needed across the contract period is 740, with specific occupancy periods for different phases of the naval shipyard employees' stay. While no incumbent contractor is mentioned, the detailed requirements suggest a comprehensive approach to providing high-quality, consistent lodging for government personnel.
