About this opportunity

The Department of the Army Corps of Engineers National Capitol Region is soliciting a Firm-Fixed-Price contract for graphics and museum display installation at the 249th Engineering Battalion headquarters, with sources sought responses due August 21, 2026, and a mandatory pre-proposal site visit scheduled for August 31, 2026. No set-aside applies. Work is performed at Building 1418, Fort Belvoir, Virginia.

The project creates a museum-quality hallway environment communicating the unit's history, lineage, honors, and mission across approximately 160 linear feet of 8-foot-high wall space (1,300 square feet of vinyl wrap). The scope encompasses site survey with laser measurements and adhesion testing, graphic design and visual conceptualization using Government Furnished Information, fabrication of commercial-grade architectural vinyl wraps (3M or Avery Dennison alternatives acceptable if performance and durability intent met), 3D acrylic or metal dimensional lettering reading "BLACK LIONS" with dates, and secure on-site installation with full wall preparation. Contractor must remove and reinstall existing photo boards, provide image restoration and enhancement, source supplementary historical imagery, and work around permanent fixtures including water fountains and fire extinguisher cabinets.

Deliverables include site survey within 10 days of award, one initial design concept with up to three rounds of iterative revision within 14 days of receiving materials, and installation completion within 30 days of final approval, extendable up to 120 calendar days. All materials must meet ASTM E84 Class A fire rating. The mandatory site visit August 31, 2026, is limited to two representatives per contractor; registration required by August 26. Attendees must provide two forms of government-issued identification and access may be restricted to U.S. citizens. NAICS 541430.

This is a SOURCES SOUGHT SYNOPSIS announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. UMSB Contracting has been tasked to solicit for and award a contract for Graphics & Museum Display Installation in support of the 249th Engineering Battalion.

The proposed contract is expected to be a Firm-Fixed-Price (FFP) contract. The purpose of this announcement and the attached Draft Scope of Work (SOW) is to gather industry comments, suggestions, or questions before the official release of the solicitation. The NAICS code for this action is 541430 – Graphic Design Services.

The 249th Engineer Battalion (Prime Power) intends to modernize and upgrade the ground floor of its headquarters at Building 1418, Fort Belvoir, VA. The objective of this project is to create a museum-quality, immersive hallway environment that visually communicates the unit’s rich history, lineage, honors, and mission to service members, distinguished visitors, and guests.

  • This will be achieved through a turnkey project encompassing:
  • Initial site survey, precise laser measurements, and wall surface adhesion testing.
  • Cohesive graphic design and visual conceptualization services utilizing Government Furnished Information (GFI).
  • Fabrication of high-durability, commercial-grade architectural vinyl wraps, dimensional 3D acrylic/metal lettering, and museum standoff panels.
  • Secure on-post installation at Fort Belvoir, VA.

It is asked that interested parties respond to this sources sought synopsis with the following information:

Please provide the following information:

1. Name of the firm point of contact, phone number, email address, CAGE code, SAM UEI number, small business status and socio-economic status as listed in the System for Award Management and the corresponding NAICS code.

2. Company's technical capability to perform a contract of this scope and complexity to include, but not limited to:

3. A rough order of magnitude estimate for the entire action, including design, site testing, fabrication of materials (vinyl, 3D elements, standoff panels), shipping, and onsite installation.

4. Other Considerations:

  • Are there any supply chain or material lead-time issues for commercial-grade architectural vinyl or standoff panels that could affect the proposed 30-day installation window post-design approval?
  • Given that the site is located in a secure military facility requiring constant escorts, do you anticipate any logistical or labor hour challenges that the Government should account for in the final solicitation?
  • Do you recommend conducting a pre-proposal site visit/walkthrough for all prospective bidders during the official solicitation phase, or is the provided layout diagram sufficient for final pricing?
