About this file

This is a Questions and Answers document for Sources Sought No. W912HQ26S0061, issued by the Department of Defense (indicated by the "W912HQ" contract number prefix). The document addresses contractor inquiries regarding dimensional lettering and display panels for an unspecified facility project.

The Government clarified that contractors should recommend specifications for dimensional lettering and display panels—including materials, thicknesses, finishes, sizes, and mounting methods—as part of their proposed designs rather than receiving full specifications in the final solicitation. Additionally, the Government stated it will consider alternative materials, such as Type II vinyl wallcovering, provided the alternatives meet the performance, aesthetic, and functional intent of the original design. This response indicates flexibility regarding material selection, including alternatives to 3M vinyl wrap products, as long as proposed materials achieve the desired outcomes, durability (10+ years lifespan), ease of maintenance, and reversibility for future updates without substrate damage.

Questions and Answers

1. Will the final solicitation provide full specifications for the dimensional lettering and display panels (e.g., materials, thicknesses, finishes, sizes, and mounting methods), or should contractors recommend these as part of their proposed design?

Answer: The Government would like the contractors to recommend these as part of their proposed design.

Additional Question: Is the Government specifically wanting to use 3M vinyl wrap type products?

Will the Government consider using Type II vinyl wallcovering for material/design and final installation.

Type II vinyl wallcovering can be printed/designed with protective coatings and has a life span of 10+ years. It is designed to be installed with an acrylic primer which protects the wall surface for future ease of removal. This material and method will ensure that at a future date when the facility decides to update the wallcovering, it will come of without damaging the substrate. It is easily maintained and is more robust in its characteristic while achieving the desired effect.

Answer: The Government will consider alternative materials, such as Type II vinyl wallcovering, as long as the alternative meets the performance, aesthetic, and functional intent of the original design.
