About this file
This is a Questions and Answers document for Sources Sought No. W912HQ26S0061, issued by the Department of Defense.
The document addresses eight clarifying questions regarding a Draft Statement of Work for a wall wrap and display installation project. Key project parameters include approximately 1,300 square feet of vinyl wall wrap installation, with dimensional lettering reading "BLACK LIONS" and dates to be incorporated into the design. The Government confirmed that acrylic or aluminum standoff display panels are not required if the wall wrap fulfills project objectives. All wall preparation work, including patching, sanding, priming, repainting, or other remediation beyond basic cleaning and degreasing, falls within the contractor's scope and will be identified during a pre-proposal site visit. The contractor must perform image restoration, enhancement, research, and development of supplemental visual content, as only some historical photographs will be Government-furnished. Design deliverables consist of one conceptual design with up to three rounds of revisions during collaborative review, not three separate concepts. The hallway wrap examples provided are visual references only and do not require original illustration at a similar level of detail. The production and installation timeline can be extended up to a maximum of 120 calendar days following final design approval, allowing flexibility beyond the initially stated 30-day requirement.

Questions and Answers
Questions:
# Draft SOW Question
1 Page 3, Measurement For purposes of developing the requested Rough Order of Magnitude (ROM), can the Government provide the approximate total square footage of wall surface anticipated to receive vinyl wall wraps?
2 Page 2, Task 3, Dimensional Lettering
For ROM estimating purposes, can the Government provide the anticipated quantity and approximate dimensions of the 3D acrylic or metal dimensional lettering elements?
3 Page 2, Task 3, Museum Displays / Panels
For ROM estimating purposes, can the Government provide the anticipated quantity and approximate dimensions of the acrylic or aluminum standoff panels?
4 Page 2, Task 4, Installation
If adhesion testing identifies a need for patching, sanding, priming, repainting, or other wall remediation beyond basic cleaning and degreasing, does the Government anticipate including that work within the contractor's scope under the final solicitation?
5 Pages 1-2, Task 2 / GFI Does the Government anticipate providing all historical photographs, text, insignia, and other GFI in production-ready/high-resolution formats, or should the final solicitation require the contractor to include image restoration, enhancement, research, or development of supplemental visual content?
6 Page 2, Task 2 The Draft SOW requires up to three digital design proofs/mockups. For the final solicitation, does the Government intend this to mean three initial concepts, three total revision rounds, or up to three proofs for each designated installation area?
7 Page 4, Hallway Wrap Concept
Is the hallway wrap concept shown on page 4 intended solely as a visual reference, or does the Government anticipate requiring original illustration/composite artwork of a similar level of detail in the final design?
8 Pages 2-3, Schedule / Security
If the final solicitation retains the requirement to complete installation within 30 days of final design approval, does the Government anticipate allowing weekend or after-hours installation when necessary, or should contractors assume all installation must occur during the stated 0900-1600
Monday-Friday access window?
Answers:
1. Roughly 1300 sqft
2. That will be based on their product design. Lettering will most likely be “BLACK LIONS” and some dates.
3. Pannels aren’t a necessity if the wall wrap fulfills the request.
4. Yes, any wall prep will fall into the contractor’s scope of work. That can be identified during the pre- proposal sight visit.
5. Some photos will be provided however, it will require the contractor to include image restoration, enhancement, research, or development of supplemental visual content.
6. The requirement is for one (1) conceptual design that can be reviewed and reworked based on feedback. The reference to 'three' in the original document represented the anticipated rounds of revisions/reworks during the collaborative review process, not three separate concepts.
7. The examples were just to provide a visual representation of what we are looking for and to clarify what a wall wrap includes.
8. The production and installation timeline can be extended up to a maximum of 120 calendar days following final design approval.
