About this file
This is a Questions and Answers document for Sources Sought No. W912HQ26S0061, a federal contracting opportunity issued by the U.S. Army Corps of Engineers for the design and installation of a wall wrap display project.
Project Scope and Timeline: The solicitation will be issued within two weeks. The project requires the development of one conceptual design that can be reviewed and revised through a collaborative feedback process. The production and installation timeline can extend up to a maximum of 120 calendar days following final design approval. The contractor is responsible for all graphic design, file preparation, color matching, proofing, and pre-press manipulation necessary to produce final graphics.
Facility Requirements and Contractor Responsibilities: Approximately 160 linear feet of wall space is available for the display on 8-foot-high sheetrock walls. The contractor must carefully remove existing 4-foot by 8-foot photo boards and temporary signage prior to installation, store them safely on-site, and reinstall them after graphics installation. The contractor is responsible for all wall preparation including patching, sanding, and priming to ensure proper adhesion. Permanent fixtures including a water fountain and fire extinguisher cabinets will remain in place; the wall wrap must be precisely trimmed around these items. All materials must meet Class A fire rating standards (ASTM E84) for interior finishes, with material data safety sheets or certifications provided upon request. The contractor is not responsible for submitting Fire Marshal drawings.
Design Content and Materials: The Corps will provide raw historical information, facts, and key text such as the Black Lions motto. The contractor is responsible for copy-editing, formatting, and typographic design to fit the visual layout. The Corps will provide available historical imagery, but the contractor may need to perform digital restoration, upscaling, or enhancement, and is responsible for sourcing complementary stock imagery or design elements. Dedicated museum display panels are not strictly required if the comprehensive wall wrap design successfully integrates all elements professionally; however, contractors may propose dimensional panels or accents if they enhance the aesthetic. Three-dimensional letters displaying years and the Black Lions motto will be discussed with the designer during the collaborative process.

Questions and Answers
1. Timing Questions:
a. When will the actual solicitation be issued?
Answer: In the next 2 weeks.
b. What is the expected completion date of the project?
Answer: It depends on when the project is awarded. Ref: question d. – “Can be extended to maximum of 120 calendar days following final design approval”
c. Two weeks to develop three conceptual design seems very short. Project of this type normally take at least four to six weeks for design and often depending on client supplied information and approvals longer. Can this requirement be extended?
Answer: The requirement is for one (1) conceptual design that can be reviewed and reworked based on feedback. The reference to 'three' in the original document represented the anticipated rounds of revisions/reworks during the collaborative review process, not three separate concepts.
d. 30 days to produce and install a project of this type after design approval is extremely short. Realistically, projects of this type take 60 to 120 days to allow not only production but client review and approval of proofs, detail layouts and physical samples. Can this requirement be extended?
Answer: Yes. The production and installation timeline can be extended up to a maximum of 120 calendar days following final design approval.
2. Facility Questions:
a. Are there graphics and other displays currently on the walls where the new display is to go?
Answer: Currently, there are some items placed on the walls. To allow for a clean wrap installation, all removable items will be taken down during prep. The two existing 4ft x 8ft photo boards will be reinstalled over the new wrap to be incorporated into the overall design theme.
b. If so what type of graphics and displays?
Answer: There are currently 2 display boards with photos on them. Each one is roughly 4ft x 8ft, then there are other items such as a window, fire extinguisher, water fountain etc.
c. If so who is responsible for removing and disposing of the existing graphics and displays?
Answer: The contractor is responsible for carefully removing the existing photo boards and temporary signage prior to wall prep, storing them safely on-site, and reinstalling them after the graphics are installed. No items require permanent disposal.
d. Who is responsible for patching and possibly priming the walls after the current graphics and displays are removed?
Answer: Yes. The contractor is responsible for all wall preparation (patching, sanding, and priming) required to ensure proper adhesion of the graphics to the existing painted sheetrock.
e. What is the height of the walls that the new graphics and displays are to be mount to?
Answer: 8ft.
f. What is the material that the walls are finished with?
Answer: Currently, it is only sheetrock and paint.
g. Are any existing room numbers, safety or other signage that is currently of the walls that are to be left in place?
Answer: Correct. All removable items (signage, photo boards) will be removed by the contractor and reinstalled upon completion. Permanent fixtures, including the water fountain and built-in fire extinguisher cabinets, will remain in place; the wall wrap must be precisely trimmed/fitted around these items.
h. Is the contractor responsible for developing and submitting Fire Marshal drawings? If so, please, provide the Fire Marshal standards for materials permitted to be used in building displays.
Answer: No, the contractor is not responsible for submitting Fire Marshal drawings. However, all materials used for the wall wraps and displays must meet Class A fire rating standards (ASTM E84) for interior finishes. The contractor must provide material data safety sheets (MSDS) or certifications proving compliance upon request
3. Design Questions:
a. Are the provided concept examples to be used as the basis for one or all three of the contractor’s supplied designs?
Answer: The examples were just to provide a visual representation of what we are looking for and to clarify what a wall wrap includes.
b. Will the display script and all text be provided by the Corps or will it need to be developed as part of the design process?
Answer: The Corps will provide the raw historical information, facts, and key text (such as the Black Lions motto). The contractor will be responsible for copy-editing, formatting, and typographically designing the text to fit the visual layout.
c. Will all imagery be provided by the Corps in high resolution, print ready format or will the contractor be responsible for researching and enhancing imagery?
Answer: The Corps will provide available historical imagery. However, some historical photos may require the contractor to perform digital restoration, upscaling, or enhancement. The contractor is also responsible for sourcing any complementary stock imagery or design elements.
d. Is the contractor responsible for any artwork or file manipulation?
Answer: Yes. The contractor is responsible for all graphic design, file prep, color matching, proofing, and pre-press manipulation necessary to produce the final graphics.
4. Graphic quantity and nature questions:
a. Based on the wall plan provided there are approximately 160 Linear feet of wall available for display. How much of this space is actually available for wall murals?
Answer: All of it.
b. How many 3 D letters are anticipated in the display? What heights are anticipated?
Answer: This will be discussed with the designer. The Government would probably like the years to be posted throughout with minimal writing. However we would like the Black Lions moto displayed somewhere.
c. How many and approximately what size are the “Museum Display Panels to be?
Answer: Dedicated museum display panels are not strictly required if the contractor's comprehensive wall wrap design successfully integrates all elements professionally. Contractors may propose dimensional panels or accents if they believe it enhances the professional aesthetic of the finished space.
