This is a Request for Proposal (RFP) for the Government Publishing Office (GPO) Campus Building Information Model (BIM) project. The solicitation seeks a contractor to create a comprehensive as-built 3D architectural model of the entire GPO campus in Washington, DC, covering Buildings A, B, C, and D, with an approximate gross area of 1,500,000 square feet. The project requires developing a detailed Building Information Model that encompasses architectural, mechanical, electrical, plumbing (MEP), life safety components, major equipment, energy modeling, and space management information.
The contract will be a firm fixed-price type with an 18-month period of performance, divided into a 12-month base period and a 6-month option year. Key requirements include conducting site surveys, 3D laser scanning, developing a BIM Execution Plan, creating a comprehensive model with precise dimensional accuracy, and providing training on BIM management and execution. Proposals are due by 5:00 PM EST on September 30, 2025, and must be submitted electronically. The evaluation will be based on technical capability, key personnel qualifications, and past performance, with technical factors being significantly more important than price. The government intends to award a single contract to the offeror presenting the best overall value.

GPO provides publishing and dissemination services for official and authentic government publications to Congress, Federal Agencies, Federal Depository Libraries, and the American Public.
C.2 Scope of Work
GPO seeks proposals from qualified firms to create an as-built architectural 3D model, also known as a Building Information Model (BIM), of the entire Washington, DC GPO campus, Buildings A, B, C and D. The approximate gross area is roughly 1,500,000 square feet. The second and third floors of Building D have been scanned, and there is a model of the third floor. These floors will need either full scan and model, BIM coordination, or both. The BIM model is expected to encompass architectural, mechanical, electrical, plumbing (MEP), life safety components, major equipment, energy modeling, and space management information.
