About this opportunity
Amendment 040ADV-26-R-0013-0001 is a solicitation modification issued by the Government Publishing Office (GPO) on March 9, 2026, for facilities modernization work at the GPO's Washington, D.C. headquarters. This amendment modifies the original solicitation 040ADV-26-R-0013 for Purchase Requisition PR-25-GPO-1466 and incorporates responses to contractor questions, updated documentation, and prevailing wage requirements. The amendment does not extend the original deadline for offer submission, and contractors must acknowledge receipt of the amendment using one of three specified methods prior to the deadline to avoid rejection. All other terms and conditions of the original solicitation remain in full force and effect, with the contracting officer identified as Troy D. White of GPO.
The modernization project encompasses HVAC replacement, plumbing updates, fire alarm system integration, electrical modifications, interior finishes, and dust containment measures at the federal facility. Contractors must submit offers by March 23, 2026, acknowledge receipt of this amendment, and hold pricing for 180 days following submission. Key personnel including the Superintendent, Safety Lead, Quality Control Manager, Master Electrician, and Project Manager must be designated as separate Full-Time Equivalent positions. The project is subject to Davis-Bacon prevailing wage requirements for the Washington, D.C. area, with hourly rates ranging from $11.67 to $59.50 depending on trade classification. Contractors must also complete a Past Performance Questionnaire demonstrating prime contractor capability, and source selection is expected to require two to three months following the proposal due date before a Notice to Proceed is issued.
