About this file
This is a Questions and Answers (Q&A) document for the FM Modernization federal contract opportunity. The document contains 130 numbered questions and answers addressing clarifications on project scope, specifications, coordination requirements, and contractual terms.
The project involves modernization of a federally occupied facility at GPO (Government Publishing Office) in Washington, D.C., governed by the Davis Bacon Act for wage determinations. Key scope items include HVAC replacement (indoor air-handling units and Variable Air Volume boxes must comply with specifications; substitutions require formal review), plumbing and sanitary piping work, fire alarm system integration with existing Edwards EST 3 addressable fire alarm system, electrical updates including breaker additions to switchboards, interior finishes, doors and hardware, ceiling work, and dust containment measures. Work hours are 6:00 AM – 3:00 PM EST normally, with disruptive activities requiring after-hours coordination with the Contracting Officer Representative (COR). The Contractor must maintain fire sprinkler systems during construction, provide fire watch when systems are impaired, obtain all required permits, perform slab scanning prior to penetration (GPR acceptable), and provide dust containment and temporary partitions to protect occupied areas. Key personnel positions (Superintendent, Safety Lead, Quality Control Manager, Master Electrician, Project Manager) must be designated Full-Time Equivalents (FTEs) as separate individuals. The Government will remove existing furniture and televisions unless otherwise directed. No hazardous materials survey has been completed; if suspected hazardous materials are encountered, work must stop and the COR notified immediately. Offerors must hold pricing for 180 days, and past performance submittals should demonstrate prime contractor capability with subcontractor information considered supplemental. Source selection is expected to take two to three months from proposal due date, with job commencement following Notice to Proceed.
