About this opportunity

The Government Publishing Office (GPO) issued Special Notice Amendment 0001 to solicitation 040ADV-26-R-0021 on April 6, 2026, regarding annual fire preventative maintenance services for its Washington, DC facilities. This amendment represents the first and only modification to the original solicitation and serves to incorporate the responses to questions posed during the solicitation period as well as a revised Statement of Work. The solicitation seeks qualified contractors to provide comprehensive inspection, testing, and maintenance services for fire suppression systems, fire alarm systems, and related equipment across four GPO buildings totaling approximately 1.42 million square feet. The procurement is a firm-fixed-price contract with a one-year base period and three optional one-year periods, for a potential four-year performance period. The due date for submissions is April 20, 2026, and award will be made to the lowest priced technically acceptable proposal.

Contractors must acknowledge receipt of this amendment prior to the solicitation closing deadline through one of three specified methods: completing the amendment form and returning it, acknowledging receipt on each copy of the offer, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. The scope of work encompasses annual inspections and testing of wet-pipe and dry-pipe sprinkler systems, standpipe systems, fire pumps, EST3 fire alarm control panels and devices, initiating devices, notification appliances, and elevator recall interfaces, all in compliance with applicable NFPA standards. Contractors must employ qualified, certified technicians, including fire pump representatives with five years' experience and manufacturer certification, sprinkler technicians with NFPA 25 qualification and NICET Level II or higher certification, and fire alarm technicians with NICET Level II or higher certification and five years' experience with addressable fire alarm systems. Services must be performed during normal business hours (7:00 a.m. to 4:00 p.m., Monday through Friday) with coordination through the Contracting Officer's Representative, and contractors must deliver comprehensive annual inspection and testing reports within ten business days of service completion. The incumbent contract awarded to HurtVet Subcontracting, LLC for the period June 1, 2025 through May 31, 2026 was valued at $78,670, providing a reference point for pricing considerations.
