This is a Questions and Answers (Q&A) document for an FY26 Annual Fire inspection and testing contract with the Government Publishing Office (GPO).
The contract requires annual inspection and testing services for fire safety systems across four buildings (A, B, C, and D) at GPO facilities. Key scope elements include: fire alarm system inspection and testing in accordance with NFPA 72 (annual only; semi-annual inspections not included); sprinkler system inspection and testing per NFPA 25 annual requirements (quarterly and semi-annual inspections excluded from base scope); fire pump and jockey pump pressure verification during annual inspections; elevator recall interface testing with fire alarm systems (approximately 25 elevators requiring CAT-1 safety inspection); duct detector testing including unmonitored detectors with life-safety functions; and testing of Halon system interfaces where monitored by the fire alarm system. The contractor must support, service, and test all Edwards EST3 fire alarm system devices without subcontractor support. Retesting after repairs is limited to affected systems unless full system retesting is required due to system-wide performance impact. The incumbent contract (040DV25P0448) awarded to HurtVet Subcontracting, LLC for the period June 1, 2025 through May 31, 2026 was valued at $78,670 for similar services. The contractor is responsible for all necessary access equipment, water management during sprinkler testing, coordination with existing service contractors for interconnected systems (HVAC, elevators, generators), scheduling with building operations and escorts (particularly in Building D), and documentation of all deficiencies. This contract is inspection and testing only; deficiency corrections are the Government's responsibility unless otherwise authorized. The page limit for proposals is 75 pages (excluding title pages and tables of content) in Adobe PDF portfolio format. Award will be made to the lowest priced technically acceptable proposal.
