About this opportunity

The Department of Agriculture Forest Service R9-Eastern Region is requesting quotations for winter maintenance services at the Manchester Ranger District and Mount Tabor Work Center located on Green Mountain & Finger Lakes National Forests in Vermont. The contractor must maintain driveways, sidewalks, parking lots, and facility access points by removing snow and ice accumulation to ensure safe administrative site access during and after winter weather events. Snow clearing is required when accumulation reaches three inches during ongoing weather or prior to 0700 EST for overnight events, with de-icing materials applied as requested by the Forest Service representative. Award will be made to the offeror with the highest technically rated quotation that demonstrates relevant experience and specialized skills, provided pricing is fair and reasonable and past performance is acceptable or neutral. Quotations must be submitted by email to michael.simpson@usda.gov by March 6, 2026 at 1700 CT in three separate attachments: Technical Proposal, Price Proposal, and Representations and Certifications, with questions due by March 2, 2026 at 1700 CT.

The solicitation was originally set as a Total Small Business Set-Aside but was amended to be open to all vendors due to lack of initial interest, with no current contractor identified in the documents provided. The contract is structured as firm-fixed price with one one-year base period running from the award date through December 31, 2026, and four optional one-year renewal periods extending through December 31, 2030. Service Contract Labor Standards apply, requiring Heavy Equipment Operators to be paid a minimum of $26.49 per hour and Laborers at $18.43 per hour, plus fringe benefits of 16-20%. The anticipated contract services include approximately 30 seasonal plowing occurrences per year at each of the two facilities, 30 seasonal de-icing occurrences per year at each location, and an estimated three snow pile removals per year from the Manchester Ranger Station site. Performance will take place in Manchester, Vermont at two Forest Service administrative locations: Manchester Ranger Station (2538 Depot Street, Manchester Center, VT) and Mount Tabor Work Center (382 Brooklyn Road, Mt. Tabor, VT).
