The contractor must designate a contract representative within 10 days of award with full authority to manage daily operations and shall ensure work is performed by technically qualified personnel who maintain satisfactory standards of competency and conduct. A post-award kickoff meeting will occur within ten business days at both site locations, and the Government will conduct ongoing service monitoring reviews with feedback on contractor performance. This is a Total Small Business Set-Aside with a small business size standard of $9,000,000 under North American Industry Classification Standard Code 561790.

Statement of Work (SOW) for Manchester Ranger District Administrative Sites Winter Maintenance

1.0 General

1.1 Background

The mission of the USDA Forest Service to achieve quality land management under the sustainable multiple-use management concept to meet the diverse needs of people. The mission of the Green Mountain & Finger Lakes National Forests is to offer extensive multi-use advantages to the public. This acquisition is needed to ensure paved areas are safe for the vehicle or pedestrian traffic intended at Manchester Ranger District administrative sites during the winter season in support of USDA and Green Mountain & Finger Lakes National Forests.

1.2 Objective

Maintain driveways, sidewalks, parking lots and points of egress to facilities at Manchester Ranger District administrative sites by removing snow and ice accumulation to provide safe access to facilities by providing a quality standard of maintaining safe administrative site access during and after weather events over the course of winter.

1.3 Scope of Work

The contractor shall provide all resources necessary to accomplish the tasks and deliverables described in this Statement of Work. The contractor shall ensure all driveways, parking areas, and sidewalks to facility points of egress including entryways, emergency exits and garage bay doors and surrounding areas are free of snow and ice accumulations by using machinery and hand tools of contractor’s choice. The contractor shall spread anti-skid materials to surfaces of driveways, parking areas, and sidewalks as needed. The contractor will ensure plowed snow accumulations in excess of 5 yards shall be removed from administrative sites as needed. The contractor shall not pile snow in front of trailers, vehicles, or other parked equipment in a manner that would hinder access to the equipment.

1.4 Period of Performance

The period of performance of this contract consists of a base year and four option years:

DATE OF AWARD – DECEMBER 31, 2026, with 4 options years beginning on January 1st of each year.

1.5 Place of Performance

Manchester Ranger District administrative sites are located in Bennington and Rutland Counties in the State of Vermont, comprised of the Manchester Ranger Station located at 2538 Depot Street in Manchester Center, Vermont, and Mount Tabor Work Center located at 382 Brooklyn Road in Mount Tabor, Vermont.

2.0 Specific Requirements/Tasks

2.1 Task One: Manchester Ranger Station driveways, parking areas, and sidewalks shall be cleared of snow at accumulation of 3 inches throughout weather event, or prior to 0700 EST if weather event occurs overnight.

2.1.1 Subtask: All facility points of egress including sidewalks, entryways, emergency exits and garage bay doors shall be cleared of snow at accumulation of 3 inches throughout weather event, or prior to 0700 EST if weather event occurs overnight.

2.1.2 Subtask: Paved areas shall have adequate de-icing material spread as needed after clearing snow, and if icy conditions are present. This service will be requested by Forest Service contract representative.

2.1.3 Subtask: Accumulations of plowed snow in excess of 5 yards shall be removed from site as needed.

2.2 Task Two: Mount Tabor Work Center driveways, parking areas, and sidewalks shall be cleared of snow at accumulation of 3 inches throughout weather event, or prior to 0800 EST if weather event occurs overnight.

2.2.1 Subtask: All facility points of egress including sidewalks, entryways, emergency exits and garage bay doors shall be cleared of snow at accumulation of 3 inches throughout weather event, or prior to 0800 EST if weather event occurs overnight.

2.2.2 Subtask: Paved areas shall have adequate de-icing material spread as needed after clearing snow, and if icy conditions are present. This service will be requested by Forest Service contract representative.

2.2.3 Subtask: Unpaved “Vermont Association of Snow Travelers” public access parking area shall be cleared of snow at accumulation of 3 inches throughout weather event.

3.0 Delivery or Deliverables

Timely completion of services is essential to successfully completing delivery of tasks as outlined in the contract. Schedules for deliverables are specified in the table below. All deliverables shall be completed according to schedule described in the SOW.

4.0 Meetings

4.1. Post-award Kickoff Meeting

Within ten business days of contract award, the Government will conduct a post-award kickoff meeting at both site locations, at a mutually agreed upon date and time.

4.2. Service Monitoring Review

The Government will monitor services at both sites to identify any risks, issues, or concerns, and provide feedback on the Contractor’s performance. The Contractor shall provide written response for any identified any risks, issues, or concerns and their mitigation or its plans for their mitigation.

7.0 Special Instructions

7.1 Supervision:

The contractor shall provide a contract representative for the performance of the work. The name of this person and any alternate(s) who are authorized to act for the contractor shall be designated in writing and submitted to the contracting officer within 10 days of contract award. The contractor’s representative and his/her alternate(s) shall have full authority to act for the contractor on all matters related to the daily operation of the contract.

7.2 Work Standards and Conduct:

7.2.1: All work under this contract shall be performed according to its specifications by people who are technically qualified.

7.2.2: The contractor shall be responsible for maintaining satisfactory standards of employee competency, conduct, appearance, and integrity, and shall be responsible for taking such disciplinary action with respect to employees as may be necessary.

7.2.3: The contractor shall prohibit his or her employees from using government property, or the property of any government employee.

Notice to contractors:

All information and data related to this project that the contractor gathers or obtains shall be both protected from unauthorized release and considered the property of the government. The contracting officer will be the sole authorized official to release verbally or in writing, any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this contract. Press releases, marketing material, or any other printed or electronic documentation related to this project, must not be publicized without the written approval of the contracting officer.
