About this opportunity

The National Eye Institute (NEI), a component of the Department of Health and Human Services, is conducting a sole-source procurement for renewal of its Globus software subscription and support services, with an offer due date of August 14, 2026 at 5:00 PM ET. The University of Chicago – Globus is the identified sole source; HHS has determined that Globus software is proprietary and no third-party alternatives or government-wide acquisition mechanisms provide functionally equivalent services.

The one-year contract covers August 18, 2026 through August 17, 2027 and includes vendor technical support, software updates, security patches, and continued integration with the NEI Scientific Data Storage environment and NIH Biowulf High Performance Computing infrastructure. The procurement is classified under NAICS 541519 (Other Computer Related Services) and PSC 7A21 (IT and Telecom – Business Application Software) and is conducted under FAR 13.106-1(b) simplified acquisition procedures using an LPTA evaluation standard.

The solicitation (7571TE26Q00161) includes two line items: Globus Standard Subscription Renewal and Connector Open Access (Standard level). Interested parties may submit capability statements to Contract Specialist Matthew Fein (matthew.fein@hhs.gov) demonstrating their ability to provide equivalent services without operational disruption. If no affirmative responses demonstrating comparable capability are received by the deadline, HHS intends to award to The University of Chicago – Globus without further notice.

Notice text

The National Eye Institute (NEI) requires the renewal of its existing Globus software subscription and associated support services to maintain uninterrupted, secure, highperformance data transfer and collaboration capabilities across NEI research environments. The renewal will continue the operation of the currently deployed Globus platform, including access to vendor technical support, software updates, security patches, and existing integrations with NIH systems, including the Biowulf High Performance Computing (HPC) environment.
