Notice

The Department of Health and Human Services (HHS), Assistant Secretary for Financial Resources (ASFR), O ice of Mission Acquisition Solutions (OMAS), on behalf of the National Institutes of Health (NIH), National Eye Institute (NEI), intends to award a sole-source, firm-fixed-price contract to:

• The University of Chicago - Globus 455 N. Cityfront Plaza Dr. Suite 3250 Chicago, IL 60611 for the renewal of annual subscriptions and licenses for the following:

• Annual renewal of existing Globus licenses, support services, and associated subscription components currently deployed within NEI

The anticipated contract will consist of a one-year base period from 08/18/2026 through 08/17/2027.

This acquisition is being conducted using the authority of FAR 13.106-1(b), Soliciting from a Single Source, under the procedures of FAR Part 13.

Description of Requirement

The National Eye Institute (NEI) requires the renewal of its existing Globus software subscription and associated support services to maintain uninterrupted, secure, high-performance data transfer and collaboration capabilities across NEI research environments. The renewal will continue the operation of the currently deployed Globus platform, including access to vendor technical support, software updates, security patches, and existing integrations with NIH systems, including the Biowulf High Performance Computing (HPC) environment.

This requirement is a continuation of an existing operational capability and does not include new software deployment, expanded functionality, or custom development.

Continued subscription and support are essential to ensure secure movement of research data, maintain compliance with federal cybersecurity requirements, and prevent disruption to scientific workflows that depend on reliable, high-volume data transfer services.

Sole-Source Rationale

Market research has determined that Globus software is proprietary to The University of Chicago – Globus, and is not available through NIH enterprise software programs, or other Government-wide acquisition mechanisms. The University of Chicago – Globus is the sole provider of Globus products and maintenance services and does not authorize third parties to provide this support. Existing licenses, updates, maintenance, and technical support are proprietary to The University of Chicago – Globus.
