About this file
This is a Brand Name Justification document that supports a single-source procurement for Globus software and related services. The justification establishes that Globus is the proprietary manufacturer and sole provider capable of delivering the required software subscriptions, maintenance services, software updates, security patches, and technical support for an existing deployment. The platform is currently integrated with the NEI Scientific Data Storage (SDS) environment and the NIH Biowulf HPC infrastructure, providing secure, authenticated, high-volume data transfer capabilities essential for scientific research workflows and large dataset management supporting storage, collaboration, and computation-intensive analysis activities.
The document asserts that only Globus can provide the manufacturer-supported licensing, updates, maintenance, and technical support necessary to sustain the existing deployment. This justification serves as the rationale for proceeding with a non-competitive procurement approach, citing the vendor's unique integration with existing NIH systems and the lack of functionally equivalent alternatives available in the marketplace.
