About this opportunity
The National Park Service seeks design-build services for the Bullfrog Launch Ramp at Glen Canyon National Recreation Area, Utah, with Phase 2 proposals due October 30, 2026. This is an unrestricted (full and open) two-phase design-build procurement conducted under FAR 36.3. Phase 2 of this procurement began September 2, 2026; a maximum of three offerors selected from Phase 1 will advance to Phase 2.
The estimated base contract value is approximately $54.2 million, fixed-price, and exempt from Cost Accounting Standards requirements. Performance extends 710 calendar days from notice to proceed, encompassing design reviews, construction, options, closeout, and as-constructed drawing acceptance. Place of performance is Glen Canyon National Recreation Area, Utah, with administrative oversight at NPS Denver Service Center, Denver, Colorado.
The project comprises two line items: Bullfrog Low Water Access Final Design and Bullfrog Low Water Access Construction. Work includes designing and constructing a 150-foot-wide concrete launch ramp with 10.5% slope, 821 feet of asphalt ramp access, parking capacity for approximately 16 acres, and 16,074 feet of Stanton Creek Road improvements. The ramp must accommodate UDOT ferries (155 feet long, 50 feet wide, 8-foot draft) and large houseboats (125 feet long, 22 feet wide). Design standards reference 2018 International Building Code, ACI 318-14, AISC-14, and California Boat Launching Facilities Design Handbook. Environmental constraints include wetland features, ephemeral drainages, and wave erosion protection for rock slopes below the high water mark. Contractor must obtain performance and payment bonds within 10 calendar days after award and begin performance within 10 calendar days of receiving notice to proceed.
Large business offerors with proposals exceeding $1.5 million for construction must submit a Small Business Subcontracting Plan meeting NPS FY24 goals: Small Business 42%, Small Disadvantaged Business 10%, HUBZone 3%, Indian Small Business Economic Enterprises 3%, Service-Disabled Veteran-Owned Small Business 5%, and Women-Owned Small Business 5%. Davis-Bacon prevailing wage rates apply. NAICS 237990, PSC Y1LB. Contact Anthony Jasper at anthony_jasper@ios.doi.gov. Phase 1 evaluation prioritized General Technical Approach to Design-Build, Technical Qualifications, and Past Performance; Phase 2 evaluation criteria will be released at Phase 2 start.
