About this file

This document is a Combined Phase 1 and 2 Questions and Answers (Q&A) sheet for the Bullfrog solicitation (GLCA 318882, Solicitation # 140P2026R0010) issued by the National Park Service (NPS).

The solicitation is a design-build project with an estimated base contract value of approximately $54.2 million and a fixed-price structure. The contract will be exempt from Cost Accounting Standards (CAS) requirements. Phase 1 proposals are due July 15, 2026, and NPS anticipates Phase 2 will begin in August or September 2026, with contract award targeted before December 31, 2026. The contract performance period is 710 calendar days and includes design reviews, construction, options, closeout, and as-constructed drawing acceptance. Key evaluation factors for Phase 1 include General Technical Approach to Design-Build (six-page limitation), Technical Qualifications, and Past Performance, listed in descending order of importance, though NPS will not provide relative weighting or scoring methodology. Offerors may submit one combined document for all factors and may reuse previously submitted Past Performance Questionnaires and CPARS from other government entities. Phase 2 will be open for 45 to 60 days, during which offerors can submit questions similar to Phase 1, and NPS will release additional data and materials at the start of Phase 2. The solicitation contains inconsistencies regarding parking area size (referenced as 6 acres and 8 acres in different sections), contract duration (730 days in Scope of Work versus 710 calendar days in other sections), and several technical requirements that NPS indicated will be clarified in Phase 2 or at the Phase 2 prebid meeting.

GLCA 318882 - Bullfrog Solicitation # 140P2026R0010 Combined Phase 1 and 2 Q&A Sheet

# Offeror Question NPS Response

Solicitation Reference: Section K, FAR 52.230-1, Part I – Certificate of Monetary Exemption (Page 57).

The solicitation references the current monetary exemption threshold contained in FAR 52.230-1.

Given the estimated base contract value of approximately $54.2 million and recognizing that the resulting contract value is expected to remain below $100 million, would the Government consider amending the solicitation to permit application of a $100 million monetary threshold for purposes of determining CAS Disclosure Statement requirements, if legally permissible?

If such an amendment is not permissible, would the Government please clarify whether the referenced

This contract will be exempt from CAS requirements because it is a competitive, FFP contract. Therefore, no change should be necessary.

Modified Contract Coverage

Solicitation Reference: Section K, FAR 52.230-1, Part II – Cost Accounting Standards Eligibility for Modified Contract Coverage (Page 57).

To assist offerors, achieve eligibility by the contract award date anticipated in December of 2026, and increase the competitiveness to this procurement, we respectfully request if the Government would allow the successful offeror to perform the resulting contract under Modified Contract Coverage, given the anticipated contract amount is anticipated to be over $50 Million. This could be accomplished if the Government consider amending the solicitation to eliminate or adjust the verbiage on the Caution below from $50M to $100M. Suggested amendment verbiage modification:

Caution: An offeror may not claim the above eligibility for modified contract coverage if this proposal is expected to result in the award of a CAS-covered contract of $50 $100 million or more or if, during its current cost accounting period, the offeror has been awarded a single CAS-covered prime contract or subcontract of $50 million or more.

This contract will be exempt from CAS requirements because it is a competitive, FFP contract.

Section L – Proposal Due Date (July 15, 2026).

Considering the complexity of the procurement, the ongoing evaluation of the Cost Accounting Standards requirements, and the offeror’s internal efforts to determine its CAS coverage eligibility required for this project, Sundt respectfully requests that the Government consider extending the

Phase I proposal due date from July 15, 2026, to July 22, 2026. A one-week extension would provide offerors additional time to complete internal compliance reviews, finalize teaming arrangements, and prepare the highest quality qualifications package without materially impacting the overall procurement schedule.

NPS will take this into consideration

Please clarify if Factors 1-3 should be three (3) separate documents or if all Factors should be included in one document? NPS recommends that this be submitted as one PDF.

May we use previously submitted PPQs (including ones submitted for previous NPS proposals) and

CPARS from other government entities in Factor 3? Yes that is acceptable

Page 68 includes a Phase I Volume II section but this is not referenced on page 66 in the submission requirements. Please confirm whether we should submit the Phase I Volume II items along with

Volume I or disregard these items for this submission.

A Business Proposal is required as part of the Phase 1 submission, but no pricing information should be submitted as part of Phase 1.

7 Please provide the estimated timeline for shortlist announcement and Phase II issuance. NPS anticipates that Phase II would begin in August or September 2026.

In the project experience questionnaire form, question #2 mentions the elements listed in Section L of the solicitation. Can you please advise what the Section L elements are for purposes of responding to this question? We understand these elements may be the Criteria i-v but request confirmation/clarification.

The "elements" language in the form is not referring to specific elements. It's just a general term referring to the general nature of the project that you're proposing on. So the point is to show that the past projects are similar in scope/nature to this one.

9 Will Past Performance Questionnaires from past proposal submissions be accepted?

Yes that is acceptable

The SOW appears to reference Antelope Point in describing the project purpose. Please provide corrected language for the Bullfrog project purpose and confirm whether all requirements in that section apply to the Bullfrog/Stanton Creek relocation.

This was likely an error. A revised DB RFP package will be posted at a later date.

Please confirm the anticipated contract duration and whether all design reviews, Government review periods, construction, exercised options, closeout, and as-constructed drawing acceptance activities are included within the stated 710 calendar-day performance period as stated in the Solicitation or 730 day period as stated in the Scope of Work.

POP is 710 Calendar Days

Will the shortlisted Phase 2 offerors be provided with the complete native package as identified in the Scope of Work (Section 1.8 Data and Materials Provided by NPS) prior to the site walk (CAD/Civil 3D files, surfaces, alignments, profiles, utility survey files, hydrology models, GIS shapefiles, bathymetric/topographic data, and geotechnical boring coordinates)? If yes, please identify anticipated release timing, file formats, and amount of time anticipated shortlisted offers will have to review the data prior to the site walk.

More detailed data and materials will be released to offerors at the start of Phase 2.

After completion of Phase 1 shortlisting, will the Government provide shortlisted Phase 2 offerors with a separate Phase 2 question and answer period after the site visit? If so, please identify the anticipated duration for question submittal, whether questions will be answered by amendment, and whether additional/native GFI files will be released before the Phase 2 question deadline

Further documentation will be posted at the beginning of Phase 2. Phase 2 will likely be open for 45 to 60 days. During this time, offerors can submit questions similar to Phase 1.

Please provide the controlling requirement for the base construction parking area size. The bid schedule identifies a 6-acre gravel parking area, while other SOW/GFI language appears to reference a different (8-acre) base acreage. Please identify the controlling requirement and whether an amendment will revise the inconsistent language

This appears to be an error in the RfP at 2.1.1. Per the Price Schedule CLIN 3 Base Construction Parking Area is 8 acres.

The ramp CLINs appear to imply elevation-based dependencies and the parking/paving CLINs appear to imply base-versus-option scope relationships. Please confirm the Government’s intended option logic for Phase II pricing and scheduling. Specifically, are the ramp depth, ramp widening, parking expansion, access road paving, and parking paving options intended to be cumulative, independently exercisable, or dependent on prior exercise of other options? Please also confirm whether exercise of one or more options changes the required contract completion period

Exercising of options will not change the contract Period of Performance. Option structuring will be explained in further detail at the prebid meeting during Phase 2.

Please clarify the extent to which offerors may rely on the Preliminary Geotechnical Exploration for Phase II pricing and design assumptions. If post-award supplemental investigations identify materially different subsurface, groundwater, or rock-quality conditions, how will the Government evaluate time or price adjustments?

Contractor to validate the geotech exploration to verify their design or variation of the design. Any discrepencies would be handled in accordance with Federal Acquisition Regulation.

Please identify any Government-approved, preferred, prohibited, or environmentally restricted sources for aggregate, riprap, concrete aggregate, asphalt aggregate, borrow, and disposal. Please also identify haul-route restrictions within Glen Canyon NRA and public access roads to the proposed site

Clarification to be provided at Phase 2

Please identify the official lake-level source, datum, measurement frequency, and time-of-day protocol that will govern the 3,520-ft baseline, 3,495-3,545-ft normal fluctuation band, and seven-day changed-condition determination Clarification to be provided at Phase 2

When the contractor provides the required advance notice for ground-disturbing work, will NPS provide archeological monitor availability within the requested work window? If monitor availability delays the contractor's planned work even though the required notice was provided, will that delay be considered excusable and/or a recoverable government delay cost?

NPS will provide the archeological monitor for contractor's ground disturbing activities when adjacent to the noted areas in the RfP Cultural Resources section.

Please clarify the contractor’s public information/project-status website requirement, including hosting responsibility, cybersecurity requirements, NPS content approval process, update frequency, duration, public-facing content limits, and any archival or information transfer requirements for the public site beyond final closeout

Clarification to be provided at Phase 2

The solicitation was issued later than originally anticipated, reducing the anticipated proposal preparation period for Phase I. To maintain the originally expected proposal development timeframe and allow offerors adequate time to prepare comprehensive, high-quality proposals, will the Government consider extending the Phase I proposal due date by fourteen (14) calendar days, from July 15, 2026, to July 29, 2026? NPS will take this into consideration

Factor 1 – General Technical Approach to Design-Build requires offerors to address numerous topics including design-build philosophy, project management, quality management, team integration, schedule and cost control, sustainability, project-specific risks, and risk mitigation strategies. Given the breadth of information requested, the current six-page limitation may restrict offerors' ability to provide a complete response.

Will the Government consider increasing the page limitation for Factor 1 from six (6) pages to ten (10) pages to allow offerors to more thoroughly address the requested topics? No, page limitation will not be changed.

The solicitation references completion of "Sections I and II" of the Past Performance Questionnaire;

however, the questionnaire is organized by lettered sections. Please confirm that the Government intends for offerors to complete Section A – Offeror Information and Section B – Contract Information for Past Project before providing the questionnaire to the client reference. Correct

Section M states that the Phase I evaluation factors are listed in descending order of importance;

however, no relative weighting or scoring methodology is provided.

Can the Government provide the relative weighting, point values, or percentage allocation associated with each of the Phase I evaluation factors (Factor 1 – General Technical Approach to Design-Build, Factor 2 – Technical Qualifications, and Factor 3 – Past Performance)? NPS can not provide this information.

Will the Government consider projects with similar marine, heavy civil, or remote infrastructure characteristics as relevant, even if the project scope did not include a boat launch ramp? NPS can not provide instruction to bidders as to which past projects to choose.

Section 1.6 of the Scope of Work states the total design and construction duration is 730 calendar days, while SF-1442, Section H Special Requirement 2, and the contract performance period identify 710 calendar days. Please clarify the required contract performance period and confirm which duration governs. The POP is 710 calendar days.

The solicitation contains inconsistent descriptions of the base parking area. Section 1.5 of the Scope of Work identifies the base parking area as 8 acres, the Bid Schedule identifies CLIN 3 as a 6-acre gravel parking area, and Section 2.1.1 describes the parking area as between 6 and 16 acres. Please clarify the required size of the base parking area for bidding and design purposes. Clarification to be provided at Phase 2

The solicitation incorporates FAR 52.230-1, Cost Accounting Standards Notices and Certification, and FAR 52.230-7, Proposal Disclosure—Cost Accounting Practice Changes. To ensure offerors accurately complete the required certifications and understand the Government's expectations regarding Cost Accounting Standards (CAS), please clarify the following:

1) Does the Government anticipate that the resulting contract will be subject to CAS coverage, or are the referenced provisions included solely to obtain the offeror's required CAS certifications?

2) If the Government anticipates CAS coverage, does it expect the successful offeror to perform under:

Full CAS Coverage, Modified CAS Coverage, or another applicable CAS treatment?

3) If CAS coverage is anticipated, at what point does the Government expect the successful offeror to satisfy any applicable CAS requirements (e.g., at Phase I proposal submission, Phase II proposal submission, prior to contract award, or after award)? This contract will be exempt from CAS coverage.

To assist offerors in planning proposal resources, key personnel availability, and subcontractor commitments, would the Government please provide the anticipated schedule for the remaining phases of the procurement, including the estimated dates for:

1) Notification of the shortlisted offerors selected to proceed to Phase II

2) Issuance of the Phase II Request for Proposals (RFP)

3) Phase II proposal due date

We understand these dates may be approximate and subject to change; however, any anticipated schedule information would assist offerors in planning resources and maintaining proposal team availability.

NPS anticipates that Phase II would begin in August or September 2026. NPS intends to award a contract before 12/31/2026.
