About this opportunity
The United States Secret Service is soliciting glazier services throughout the National Capital Region via Request for Quote (RFQ) 70US0926Q70092591 for ballistic glass panel installation and removal at high-security government facilities. The procurement covers handling, installing, and removing government-owned ballistic glass systems and support stands at various protected sites, including The Ellipse, the US Capitol, the White House Inaugural Platform, and the Willard Hotel. Contractors must be qualified glass and glazing contractors (NAICS 238150) capable of providing trained glaziers, transportation, lifting equipment, and all necessary resources to complete installations within specified timeframes while maintaining strict security and privacy protocols, including background checks for all contract employees. Evaluation will be based on technical approach, past performance, program management experience, and price, with non-price factors weighted more heavily than cost. Proposals must be submitted electronically by January 20, 2026 at 12:00 PM EDT, and the government will make awards based on initial offers.
This solicitation is designated as a Total Small Business set-aside with no incumbent contractor identified in the available documentation. The government intends to award a firm-fixed-price, five-year Blanket Purchase Agreement with a total Not-to-Exceed ceiling of $3,500,000 and five ordering periods. The RFQ includes four detailed scenarios with varying service requirements: installation of 8 ballistic glass panels (approximately 1,000 lbs each) and 16 support stands at The Ellipse in December 2024; installation of 4 ballistic glass panels (1,100 lbs each) and 8 support stands at the US Capitol in May 2025; installation and removal of 10 government-owned ballistic armor panels for the White House Inaugural Platform from December 2024 through January 2025; and installation and removal of 12 ballistic glass panels (235 lbs each) at the Willard Hotel in November 2024. All work is to be performed in Washington, DC, with the primary location at Washington, DC 20223, and contractors must submit a Past Performance Questionnaire by January 17, 2026 at 1:00 PM EDT.
