About this opportunity

The Defense Health Agency Medical R&D Contracting Division seeks genotyping analysis services for 648 DNA samples using the Illumina Global Diversity Array platform, with quotes due August 3, 2026, and questions due July 16, 2026. The procurement is a women-owned small business (WOSB) set-aside, foreclosing competition outside that pool.

Place of performance is contractor facilities, with delivery to the U.S. Army Research Institute of Environmental Medicine (USARIEM) in Natick, Massachusetts. The period of performance runs twelve months from August 4, 2026, through August 3, 2027. The NAICS code is 621511, Medical Laboratories; PSC is Q301, Reference Laboratory Testing.

The contractor must have prior federal experience processing and analyzing at least 10,000 samples and operate a laboratory with CLIA certification and CAP accreditation supported by documented, reviewed, and updated Standard Operating Procedures—stated as hard requirements. The contractor must deliver comprehensive reports within 90 days of sample receipt, including full genotyping data with quality controls (HapMap concordance and blind duplicates), statistical analysis, raw and intermediate data files, final genotype calls in VCF format aligned to GRCh38, and consultation on data interpretation. A draft Quality Control Plan must accompany the proposal; the finalized plan is due within 15 days of award. Acceptance criteria require 100% accuracy in sample analysis and no more than one validated customer complaint per requirement.

The procurement is firm fixed-price under a Commercial Products and Commercial Services evaluation method. Offerors submit Volume I (Technical Approach, ten-page limit) and Volume II (Past Performance and Price). Both Technical Approach and Past Performance must receive "Acceptable" ratings for award consideration; Price is evaluated on completeness and reasonableness. The contract incorporates standard FAR and DFARS clauses including cybersecurity requirements and small business limitations on subcontracting. The size standard is $41.5 million. Payment uses the Wide Area Workflow (WAWF) electronic invoicing system. As of July 27, 2026, the qualifications may be satisfied by a subcontractor performing array analysis on behalf of the prime contractor.

Notice text

The US Army Army Research Institute of Environmental Medicine (USARIEM) requires requires assessing the genome of soldiers who volunteer for research studies. The Military Nutrition Division requires a vendor capable of delivering large-scale, high-density array-based genotyping services for 648 DNA samples collected as part of the Military Health and Nutrition Examination Survey (MHANES). Genomics analysis (i.e., targeted measurement of millions of Single Nucleotide Polymorphisms [SNPs] in the genome and assessment of specific SNPs) is required to support analyses in ongoing research studies. Genomic analysis of DNA using array-based genotyping enables targeted and reproducible measurement of hundreds of thousands to millions of known human variants and facilitates high-resolution imputation to tens of millions of additional variants. For this project, the Illumina Global Diversity Array (GDA), which includes approximately 1.8 million genome-wide markers, is required to support population genetic analyses, ancestry inference, polygenic score calculation, and genome-wide association studies (GWAS).
