Evaluation Factors for Award

FAR Clauses Incorporated by Full Text

52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation 2026-O0038) (Feb 2026)

Evaluation - Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Evaluation Factor 1 - Technical Approach

Evaluation Factor 2 - Past Performance

Evaluation Factor 3 - Price

Evaluation Factors 1 and 2 will be evaluated to determine whether the Offeror's quote is acceptable or unacceptable.

The Government will not assume that the Offeror possesses any capability or knowledge unless it is specified in the quote.

Evaluation Factors 1 and 2 will be rated individually from Factor 3. Only quotes receiving a rating of "Acceptable" in Evaluation Factor 1 - Technical Approach and a rating of "Acceptable" in Evaluation Factor 2 - Past Performance will be considered for award.

The Government intends to evaluate quotes and award a purchase order without exchanges with Offerors. The Government reserves the right to conduct exchanges if the Contracting Officer later determines them to be necessary.

Evaluation Factor 1 - Technical Approach: The Offeror's quote will be evaluated to the degree which the Offeror has effectively demonstrated:

- Contractor shall demonstrate an understanding of all of the tasks required to be performed, listed within Section 5.2 of the Performance Work Statement;

- The methodology and flexibility used in performing the requirement;

- How the approach is likely to yield the required results within the required timeframe;

- A preliminary Quality Control Plan (Deliverable 3) how the Contractor will maintain quality, timeliness, responsiveness, and customer satisfaction

The Rating Standards for Evaluation Factor 1, Technical Approach, is as follows:

Rating Description

Acceptable Quote clearly meets the minimum requirements and indicates an adequate approach and understanding of the requirements.

Unacceptable Quote does not clearly meet the minimum requirements and is unawardable.

Evaluation Factor 2 - Past Performance

The Government will conduct a Past Performance evaluation of the Offeror's Past Performance for contract/task orders that are determined to be both relevant and recent. Recent is defined as performance within the last three years.

References that are not recent will not be evaluated. Past Performance consists of two aspects for evaluation, relevancy and performance confidence; thus, the Offeror will be assigned two ratings for Past Performance.

First, the Government will evaluate the Offeror's Past Performance reference(s) to determine how relevant an effort accomplished by the Offeror is to the requirement to be acquired through this source selection. Common aspects of relevance include similarity of service/support, complexity, magnitude of effort, dollar value, and task order type. The burden of demonstrating relevancy of the past performance rests with the Offeror.

Second, the Government will evaluate the Offeror's Past Performance references to determine the quality of work performed and assess the level of expectation that the Offeror can successfully perform the required effort. The Government may also consider information obtained through other sources. Offerors are reminded the Government may elect to consider data obtained from other sources. Other sources available to the Government include, but are not limited to CPARS, FAPIIS, eSRS and PPQs.

In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror will not be evaluated favorably or unfavorably on past performance - the Offeror will receive a neutral rating.

Evaluation Factor 3 - Price: Price will be evaluated on completeness and reasonableness. Price will not be rated or scored. A price analysis will be performed in order to evaluate the fairness and reasonableness of the proposed price.

Completeness - The quote will be evaluated to ensure that the quote contains a unit and total price for the sole Contract Line-Item Number (CLIN) identified within this solicitation. CLIN 0001 must be filled out on Page 3 of the SF1449 with the unit price and amount.

Reasonableness - The degree to which the offeror's total quoted price represents a fair and reasonable price. The offeror's total quoted price will be used to evaluate price reasonableness.

The offeror's quote shall meet all completeness and reasonableness requirements to be eligible for award, including completion of pricing for all required services.

(b) . The Government will evaluate offers for award purposes by adding the total price for all Options (if applicable) options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
