About this file

This is an Amendment 1 Questions and Answers document for solicitation HT942626QE044, a genotyping analysis services contract with the US Army's Army Research Institute of Environmental Medicine (USARIEM). The document does not address pricing terms, response dates, or award dates; instead, it clarifies technical and operational requirements identified by potential vendors during the solicitation period.

The Q&A addresses critical specifications for the genotyping services requirement, including confirmation of biospecimen type, collection formats, and per-sample volumes; the delivery schedule and batching approach for 648 DNA samples to be analyzed using the Illumina Global Diversity Array (GDA) platform; and the contractor qualification requirements, specifically whether prior experience processing 10,000 samples for the federal government and GLP-compliance with documented SOPs are mandatory or preferred criteria. The document confirms this is a new requirement with no incumbent, and directs vendors to USASpending.gov for any historical procurement data. The underlying opportunity requires large-scale, high-density array-based genotyping services to support the Military Health and Nutrition Examination Survey (MHANES) research studies, enabling population genetic analyses, ancestry inference, polygenic score calculation, and genome-wide association studies.

HT942626QE044 Master Questions List:

1. The PWS refers to samples as both "blood" and "serum"; can you confirm the exact biospecimen type, collection tube/format, and volume per sample that will be shipped?

2. Will all 648 samples ship in a single batch, or are multiple shipments expected over the period of performance? The QASP references periodic sample deliveries, which suggests batching may be ongoing. If multiple batches are planned, when will each batch be sent and how many samples will be in each batch?

3. It's stated that providers must have prior experience processing and analyzing ≥10,000 samples for the federal government and be a GLP-compliant lab with documented, reviewed, and updated SOPs. Can you confirm if these are hard requirements (not just preferred) so we screen our provider network accordingly?

4. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

a. This is a new requirement. All prior award data is public record and can be found on various websites, such as USASpending.gov.

5.
