About this file
This is a Standard Form 30 Amendment of Solicitation for federal contract opportunity HT942626QE044, issued by the Defense Health Agency Medical R&D Contracting Division 1 located in Fort Detrick, Maryland. The amendment is effective July 22, 2026, and was dated July 8, 2026, with the requisition/purchase order number HT9426. The contracting officer is Erin Maddox, and the document was signed on July 22, 2026.
The amendment addresses industry questions and answers regarding biospecimen handling and provider qualifications. The solicitation requires the processing and analysis of 648 samples consisting of whole blood in EDTA tubes with a volume of 0.5mL per sample. All samples will be shipped in a single batch immediately after award. The amendment clarifies that providers must meet three mandatory requirements: prior experience processing and analyzing 10,000 samples for the federal government, GLP-compliant laboratory status, and documented, reviewed, and updated Standard Operating Procedures (SOPs). These qualifications are hard requirements and not preferred criteria. The purpose of this amendment is to answer industry questions regarding sample specifications, delivery schedules, and contractor qualification requirements.

Industry question and answers:
1. The PWS refers to samples as both "blood" and "serum"; can you confirm the exact biospecimen type, collection tube/format, and volume per sample that will be shipped.
Answer: Whole Blood; EDTA tubes; 0.5mL volume.
2. Will all 648 samples ship in a single batch, or are multiple shipments expected over the period of performance? The QASP references periodic sample deliveries, which suggests batching may be ongoing. If multiple batches are planned, when will each batch be sent and how many samples will be in each batch?
Answer: They will be sent in a single batch immediately after award.
3. It's stated that providers must have prior experience processing and analyzing 10,000 samples for the federal government and be a GLP-compliant lab with documented, reviewed, and updated SOPs. Can you confirm if these are hard requirements (not just preferred) so we screen our provider network accordingly?
Answer: These are all required.
