The solicitation requires comprehensive maintenance services including semi-annual preventive maintenance, 24/7 emergency repair services with a mandatory 2-hour on-site response time, annual load bank testing, battery replacement, consumable parts replacement, fluid sampling and testing, and Caterpillar Advantage Extended Service Coverage (ESC) certification inspections. This is a follow-on requirement to the previous contract held by Virginia Energy & Lighting, LLC (Contract No. W91QF0-21-P-0040), with significantly expanded scope compared to the prior award. The government will evaluate proposals using a Lowest Price, Technically Acceptable (LPTA) methodology, with the technical proposal assessed on an acceptable/unacceptable basis regarding compliance with the Performance Work Statement, followed by evaluation of past performance and pricing. The deadline for submitting questions is January 9, 2026, at 1500 PM, and proposals are due January 19, 2026, at 3:00 PM EST via email to myrisha.l.mullen2.civ@army.mil.

2. Can you clarify the Testing requirements for the Load Banking of each generator ? Load Percentages and time for each level
a. This is outlined within PWS para 4.1.5.1
i. 30 minutes at 20% of rated load of genset.
ii. 30 minutes at 50% of rated load of genset.
3. Are there different requirements for each generator?
a. No, generators are all Caterpillar and follow the same type of load bank testing.
4. How often does the Load Testing happen, and what time of year?
a. This is outlined with PWS para 4.1.5.1
i. Annual load bank test
5. Doing the Advantage ESC, witch CAT Dealership does the report get sent to?
