About this opportunity

The Naval Undersea Warfare Center Division, Newport, is seeking a contractor to provide annual preventative maintenance and emergency diagnostic repair services for six electrical motor generators operating at the facility. The Department of the Navy Naval Sea Systems Command issued this Request for Quotation (RFQ N66604-26-Q-0040) under NAICS Code 811210 for commercial equipment repair and maintenance services. Contractors must demonstrate relevant experience through a detailed two-page capability statement, provide evidence of applicable state licensing and certifications, and submit up to three past performance references from the last three calendar years. The government will evaluate quotations using the lowest price technically acceptable (LPTA) method. Quotes must be received by 14:00 Eastern Time on February 12, 2026, and remain valid for a minimum of 90 days; potential offerors are encouraged to attend an optional site visit scheduled for December 9, 2025, at 0900 EST at Building 80 in Newport, Rhode Island.

This solicitation was initially issued as a 100% small business set-aside but was amended on February 6, 2026, to open competition to other than small businesses. The government intends to award a single firm-fixed-price purchase order covering a one-year base period from December 18, 2025, through December 17, 2026, plus four one-year option periods, with contract performance taking place in Newport, Rhode Island. The scope includes up to ten emergency diagnostic and repair service calls per calendar year with a mandatory 24-hour response time, annual preventative maintenance for the six generators ranging from 40 KW to 150 KW capacity, and all associated parts and materials. The Service Contract Act Wage Determination #15-4089 (Revision 31) for Rhode Island applies to this contract. Offerors must register with the System for Award Management (SAM) prior to award, and payment will preferentially be made through Government Purchase Card or electronic payment methods.
