Power interruptions during contract work cannot exceed 30 to 60 minutes maximum; the contractor must provide a temporary backup generator on-site and operational. Work hours are limited to sunrise to sunset, Monday through Friday, excluding federal holidays. Performance period is 12 months after Notice to Proceed, with work commencing within 10 calendar days of NTP.
All work must comply with NEC (NFPA 70), NFPA 110, NFPA 37, and manufacturer requirements. Load-bank testing requires stepped sequences at 25%, 50%, 75%, and 100% load for 15 minutes each, followed by continuous 100-percent-load testing for a minimum of two hours, with monitoring and recording of specified parameters. Davis-Bacon wage determinations (PA20260071) apply. Performance bonds are required for awards exceeding $150,000; payment bonds for awards exceeding $35,000.
