Testing and commissioning include manufacturer-authorized system startup, full load-bank testing at 25%, 50%, 75%, and 100% intervals, ATS operation testing under simulated conditions, operator training, and delivery of O&M manuals, warranty information, and as-built drawings. STATEMENT OF WORK
Generator and ATS Replacement
PART 1 - PROJECT OVERVIEW
A. NOTICES
1. Project Information
Project Title: Generator and ATS Replacement
Location: U.S. Fish & Wildlife Service Allegheny National Fish Hatchery 6616 Hemlock Road Warren, PA 16365

2. Project Overview
The purpose of this project is to remove the existing indoor skid mounted diesel Caterpillar (CAT) 675 kW standby generator and replace it with a new CAT skid mounted diesel 500 kW generator and Automatic Transfer Switch (ATS). The existing generator is mounted on an 88-inch-wide by 186-inch-long concrete pad inside a dedicated generator room. The new generator will utilize this same pad. All existing piping, components, and electrical lines shall be reused to the maximum extent possible.
Please refer to App. 2 – Plans of Electrical Service and Generator Upgrade for information on existing configuration.
Due to interior clearance constraints, the existing generator will be removed through the 8-foot-wide by 8-foot-high exhaust-fan wall opening in the exterior brick wall. Five bollards and a 2,000-gallon diesel fuel tank must be temporarily removed to allow generator extraction and installation of the replacement unit, then reinstalled.
Due to the on-going fish culture operations at the hatchery, the power cannot be interrupted for more than 30 – 60 minutes maximum. A temporary back-up generator will need to be on station, connected, and be able to operate in case there is a main power outage during the contract work.

Completion of this project will provide a fully functional emergency power system that meets all operational requirements.
B. PROJECT DETAILS:
1. Description of Work:
Task 1 — Removal of Existing 675 kW Generator:
The existing skid mounted CAT 675 kW Generator is older and needs to be replaced (Refer to App. 1
– Photos). Work under this task includes:
• De-energize and disconnect all power feeds, control wiring, grounding, and fuel-system connections.
• Remove generator accessories as required to meet clearance constraints.
• Remove the exhaust-fan assembly and protect the brick opening and surrounding finishes.
• Install temporary shoring or protection if required for safe rigging.
• Temporarily remove five (5) existing bollards obstructing the removal path.
• Temporarily remove and safely store the 2,000-gallon diesel fuel tank.
• Cap, drain, or secure tank connections and lines as necessary per regulatory requirements.
• Move the generator within the room and guide it through the 8×8-foot opening using low-profile rigging equipment.
• Protect interior and exterior surfaces throughout.
• Remove and dispose of generator from site.
Task 2 — Installation of New 500 kW Diesel Stand-by Generator:
Provide and install a new skid mounted Caterpillar (CAT) 500 kw diesel stand-by generator. Work includes:
• Provide a new CAT 500 kW diesel stand-by generator.
• Set the new generator on the pad using appropriate anchoring and vibration-isolating hardware.
• Reinstall any removed generator components as required.
• Reinstall conduits, feeders, grounding, and control wiring. Modify as required for new equipment.
• Connect generator systems including but limited too; exhaust, battery charger, and starting battery bank.
• Reinstall and reconnect the 2,000-gallon diesel tank after system placement.
• Restore the exhaust-fan opening to original condition, unless it needs to be modified for a new fan assembly for the new generator.
• Reinstall the exhaust-fan assembly or install new assembly if it is required.
• Seal all penetrations and ensure weather-tightness.
Task 3 — Installation of New Automatic Transfer Switch (ATS):
Provide a complete new ATS. Work includes:
• Remove the existing ATS.
• Install the new ATS in the same location as the existing ATS.

• Reinstall feeder and control wiring between generator, ATS, and building load distribution. Modify as required for new equipment.
2. Code Compliance, and Safety:
• Obtain and comply with all federal, state, and local permits, codes, and regulations.
• All work must comply with (but not limited to):
• NEC (NFPA 70)
• NFPA 110 (Emergency and Standby Power Systems)
• NFPA 37 (Stationary Combustion Engines)
• Manufacturer installation requirements
• Work Site Safety. The Contractor shall be solely responsible for ensuring that all their on-site activities and equipment conform fully to all standards of the Department of Labor, Occupational Safety and Health Administration (OSHA) 29 CFR 1926 and 1910. The Contractor shall submit an accident report to the Contracting Officer for any accident that involves lost time by the injured employee regardless of whether professional medical treatment was required or not.
3. Testing, Commissioning & Training:
• Conduct manufacturer-authorized system startup.
• Perform full load-bank testing at stepped intervals (25%, 50%, 75%, and 100%).
• Test ATS operation under simulated normal and emergency power conditions.
• Provide operator training covering generator operation, ATS functions, alarms, emergency procedures, and routine maintenance.
• Submit O&M manuals, warranty information, and as-built drawings.
• Deliver a complete commissioning and acceptance package.
4. Project Submittals:
Project submittals should be in MSWord, Adobe, and AutoCAD formats. The following information is required, and all documents required in the above text, but not limited to:
• Manufacturer’s Technical Data and Specifications
• Manufacturer’s Installation Instructions
• Warranty information
• Rigging plan
• Construction schedule
• As-built drawings
• O&M manuals
• Training documentation
