About this file

This is a Statement of Work (SOW) for a generator and Automatic Transfer Switch (ATS) replacement project at the U.S. Fish & Wildlife Service's Allegheny National Fish Hatchery in Warren, Pennsylvania.

The project involves three primary tasks: removal of an existing 675 kW Caterpillar diesel generator, installation of a new 500 kW Caterpillar diesel generator, and installation of a new ATS unit. The existing generator is mounted on an 88-inch by 186-inch concrete pad inside a dedicated generator room and will be removed through an 8-foot by 8-foot exhaust-fan wall opening. Five bollards and a 2,000-gallon diesel fuel tank must be temporarily relocated to facilitate equipment removal and installation. All existing piping, components, and electrical lines shall be reused to the maximum extent possible. The contractor is responsible for de-energizing all systems, removing accessories, protecting interior and exterior surfaces, and disposing of the old generator. The new generator must be set on the existing pad with appropriate anchoring and vibration-isolating hardware, with all conduits, feeders, grounding, and control wiring reinstalled and modified as required. The ATS installation requires removal of the existing unit and installation of the new ATS in the same location with appropriate wiring modifications.

All work must comply with NEC (NFPA 70), NFPA 110, NFPA 37, and manufacturer installation requirements. The contractor bears sole responsibility for worksite safety in accordance with OSHA standards (29 CFR 1926 and 1910). Testing and commissioning include manufacturer-authorized system startup, full load-bank testing at 25%, 50%, 75%, and 100% intervals, ATS operation testing under simulated conditions, and operator training. Required submittals include manufacturer technical data and specifications, installation instructions, warranty information, rigging plans, construction schedules, as-built drawings, operations and maintenance manuals, and training documentation in MSWord, Adobe, and AutoCAD formats. The Project Engineer/COR is Brian Waz (413-253-8605, brian_waz@fws.gov) and the FWS Hatchery Manager is Doris Mason (814-233-4366, Doris_Mason@fws.gov); the Contracting Officer is to be determined.

U.S. Fish and Wildlife Service – ANWR 1 of 3 SOW – Generator and ATS Replacement

STATEMENT OF WORK

Generator and ATS Replacement

PART 1 - PROJECT OVERVIEW

A. NOTICES

1. Project Information

Project Title: Generator and ATS Replacement

Location: U.S. Fish & Wildlife Service Allegheny National Fish Hatchery 6616 Hemlock Road Warren, PA 16365

Contracting Officer (CO): TBD

Project Engineer / Contracting Brian Waz, 413-253-8605, brian_waz@fws.gov Officer’s Representative (COR):

FWS Hatchery Manager: Doris Mason, 814-233-4366, Doris_Mason@fws.gov

2. Project Overview

The purpose of this project is to remove the existing indoor skid mounted diesel Caterpillar (CAT) 675 kW standby generator and replace it with a new CAT skid mounted diesel 500 kW generator and Automatic Transfer Switch (ATS). The existing generator is mounted on an 88-inch-wide by 186-inch-long concrete pad inside a dedicated generator room. The new generator will utilize this same pad. All existing piping, components, and electrical lines shall be reused to the maximum extent possible.

Please refer to App. 2 – Plans of Electrical Service and Generator Upgrade for information on existing configuration.

Due to interior clearance constraints, the existing generator will be removed through the 8-foot-wide by 8-foot-high exhaust-fan wall opening in the exterior brick wall. Five bollards and a 2,000-gallon diesel fuel tank must be temporarily removed to allow generator extraction and installation of the replacement unit, then reinstalled.

Completion of this project will provide a fully functional emergency power system that meets all operational requirements.
