Questions and Answers Solicitation 140FC226Q0049

Generator and ATS Replacement, Allegheny National Fish Hatchery, PA

1. The project is identified as Allegheny NFH in Warren, PA, but FAR 52.236-27 identifies the organized site visit as Minnesota Valley NWR. Please confirm the correct site, whether an Allegheny NFH visit will be scheduled, and whether attendance is optional.

Answer: Error was corrected via amendment prior to site visit, Site visit was at the project’s location of Allegheny NFH.

2. The SF-1442 type-of-solicitation boxes appear unmarked, while the package uses RFQ language and references sealed-bid language. Please confirm the applicable procedure.

Answer: The solicitation is conducted under simplified acquisition procedures as stated in Section M. The type of solicitation boxes are unmarked since there is no RFQ block.

3. Please confirm that the binding scope is replacement, not repair.

Answer: Replacement.

4. Please confirm the required generator/ATS model or minimum technical requirements, including voltage, phase, frequency, poles, ampacity, short-circuit rating, dimensions, weight, controls and acceptable equivalents.

Answer: Refer to the Scope of Work and Appendices.

5. Please confirm whether the 1998/1999 electrical drawings are current and whether updated as-builts, single-line diagrams or load data are available.

Answer: This is all that is available. There are no updated as-builts.

6. Please clarify whether performance and payment bonds are both required at 100%, or whether FAR 52.228-13 alternatives apply, and provide acceptable forms.

Answer: This project follows standard construction contract bond requirements: awards over $35K require payment bonds, awards over $150K require performance bonds. Alternatives are included in the provision and clauses; forms will be provided to awardee.

7. Please provide insurance limits and required endorsements.

Answer: Federal insurance (States might have higher thresholds) requirements are included in FAR Part 28, it currently shows minimums of: $100K employer’s liability coverage, general liability of $500K per occurrence, automobile liability of $200K per person + $500K per occurrence of bodily injury and $20K per occurrence for property damage.

8. Please confirm Pennsylvania/local license, PE, fuel-system, environmental and permit requirements.

Answer: Federal projects like this project do not require permits. All work shall comply with all applicable Federal, State, and local regulations and requirements.

9. Please confirm applicable Davis-Bacon classifications for electrical, fuel piping, rigging, exhaust/ventilation and testing work.

Answer: Applicable Davis-Bacon wage determination is posted with solicitation. Please refer to Department of Labor website if you have general questions about how to classify workers and how wage determinations apply https://www.dol.gov/agencies/whd/government-contracts/construction/faq.

10. Please confirm load-bank test duration and required acceptance documents.

Answer: The minimum load sequence shall be:

Step 2 50% 15 minutes

Step 3 75% 15 minutes

Step 4 100% 15 minutes

The Contractor shall verify stable operation at each load step before proceeding to the next step.

At each load level, the Contractor shall monitor and record:

Generator kW Generator kVA Power factor Voltage on each phase Current on each phase Frequency Engine oil pressure Engine coolant temperature Battery voltage Engine speed, if available Fuel pressure, where applicable Exhaust temperature, where available Generator alarms or fault indications

Following completion of the stepped load test, the generator shall be subjected to a continuous 100-percent rated-load test for a minimum of two (2) hours.

The generator shall maintain stable operation throughout the full-load test.

Please refer to the SOW for other documentation and submittals in addition to the records from the load testing.

11. How long can the site be without power?

Answer: 30-60 minutes maximum, a temporary generator will be required while work is taking place.

12. Is a temporary generator needed while work is taking place?

Answer: Yes.

13. With the NEC changing that 500MCM is only good for 400A, do you want to add another parallel set or change to 600MCM?

Answer: Depends on if we can use some of the existing equipment or not and if there is room for a parallel set or not.

14. Is a day tank needed for this project?

Answer: No.
