II.D. Technical Proposal The Technical Proposal must include the information requested below for the non-price factors described in Section VI.

FACTOR 1 – EXPERIENCE ON SIMILAR PROJECTS (30%):

Description: This factor considers the extent of demonstrated experience, knowledge, and capabilities of the offeror based on the submitted Similar Projects. The evaluation of this factor considers the strength of alignment of the submitted Similar Projects with the requirements of the request for proposal, statement of work, and contract documents for the project.

Basis of Evaluation: The standard for this evaluation factor is met if the demonstrated (i) experience, knowledge, and capabilities of experience and Similar Projects reasonably align with the requirements of the project; and (ii) the submitted Similar Projects considered together as a whole meet all the stated characteristics in the definition of “Similar Projects”. The Government will consider the depth, breadth, and relevance of the offeror’s experience. Similar Project(s) that

GSA Solicitation No. 47PB5126R0018 TMCH Modernization, NY more closely align with the requirements, request for proposal, and contract documents for the project may receive a more favorable evaluation.

I. Projects will be considered more similar and evaluated more favorably if they clearly exhibit more of the following characteristics:

● Elevator Modernization projects valued at twenty million dollars ($20 million) or higher;

● Projects completed within the last seven (7) years;

● Projects performed in occupied buildings;

● Projects performed in a secure facility;

● Projects requiring multiple phases;

● Projects requiring high-end finishes similar to this courthouse, i.e.

significant millwork;

● Projects requiring significant after-hours work;

● Work within a tight urban environment;

● Schedule constraints;

● Management and administrative requirements;

● Security requirements;

● Coordination requirements;

● Technical complexity.

Additionally, more recent projects may be evaluated more favorably than less recent performance.

Submittal Requirements:

II. Experience on Similar Projects Summary Table - The offeror must complete the Experience on Similar Projects Summary Table (Attachment 1A).

III. Experience on Similar Projects Form - The offeror must complete an Experience on

Similar Projects Form (Attachment 1B) for each similar project submitted. Limit Attachment 1B, to no more than three (3) 8 ½” x 11” pages per project. Each page must be one (1) sided, single spaced, with a minimum 11 point Times New Roman font. If the information submitted exceeds the page limitations, only the first three (3) pages of the project will be evaluated.

Offerors must complete all blocks on each table/form. Lack of response on any field may be interpreted by the Government as rendering the proposal non-responsive or the uncertainty and associated risk may result in a lower rating for this factor. The burden of providing complete and accurate information lies with the offeror.

GSA Solicitation No. 47PB5126R0018 TMCH Modernization, NY

Note for Joint-Venture Offerors: If relying on past experience and performance of the individual firms, at least one (1) relevant project must be presented for each joint-venture partner.

All members of the joint-venture will be required to be signatory to the contract. Greater weight will be given to projects that demonstrate prior teaming of the joint-venture partners.

If proposing a joint-venture or teaming arrangement, offerors must submit past performance for at least one (1) project under Factor 1 that was performed together by the proposed team. Such experience will receive greater consideration than experience performed separately by the individual entities.

FACTOR 2 - MANAGEMENT APPROACH (30%):

Description: The Government will evaluate the Offeror’s management approach to determine its understanding of the project requirements and its ability to effectively organize, manage, staff, coordinate, and execute the work throughout the duration of the project.

The Offeror must provide a Project Execution Narrative and Staffing Plan that demonstrate a clear, practical, and project-specific approach to successful performance.

Submittal Requirements:

I. Project Execution Narrative

The offeror must submit a written narrative demonstrating its project execution plan. The offeror must include in its narrative all factors and conditions it deems relevant to the successful completion of the work under this contract. At a minimum, the offeror must address:

● The overall management and execution strategy for the project, including how the Offeror will plan, coordinate, sequence, and control the work.

● The approach to coordination and communication among the Offeror, subcontractors, Government representatives, design professionals, and other project stakeholders, as applicable.

● The approach to schedule management, including maintaining project milestones, identifying potential schedule impacts, and implementing corrective actions when necessary.

● The approach to quality management and ensuring that work complies with contract requirements.

● Procurement and teaming approach for all major subcontracts, including vertical transportation (i.e. elevator) subcontractors.

● The narrative must also address the offeror’s plan to mitigate the negative impacts of differing or unforeseen conditions for a project of this type, including inherent risks of renovation work in an occupied building and mitigation strategies for schedule delays.

GSA Solicitation No. 47PB5126R0018 TMCH Modernization, NY

● The narrative must include the offeror’s approach for coordinating progress inspections and mandatory acceptance testing (i.e. CAT5) by third parties.

● Any project-specific strategies or management practices proposed to facilitate successful and timely completion of the work.

The narrative should be sufficiently detailed to demonstrate how the proposed management approach will be implemented on this specific project rather than merely describing the Offeror’s general corporate practices.

This narrative must not exceed more than five (5) pages. If the information submitted for the narrative exceeds the page limitations, only the first five (5) pages will be evaluated. The organization chart will not count against the page limit.

Note for Joint-Venture Offerors: The project execution plan must clearly define the specific responsibilities, allocation of resources, and operational functions for each joint-venture partner, ensuring these duties properly reflect their respective capabilities, background, and core competencies as established in the joint venture agreement. Proposals that clearly demonstrate this alignment within the execution narrative will be evaluated more favorably.

II. Staffing Plan

The Offeror’s staffing plan must include a detailed description of how it intends to accomplish the requirements of the contract using in-house and subcontracted resources. The staffing plan must include:

a. General description of the overall staffing that will be provided to successfully meet the requirements of the Statement of Work (SOW), including a breakdown/ratio of where the key personnel will perform their duties (home/field);

b. Organizational Chart and Line of Authority for the construction phase, and construction closeout (or post construction) – Graphically showing the relationships between the General Contractor (GC), Architect and Engineer (A-E) firms, major subcontractors, GSA, tenant agencies, and Construction Manager-as-Advisor (CMa);

GSA Solicitation No. 47PB5126R0018 TMCH Modernization, NY

Key Personnel and may use this information to assess the risk associated with the proposed project execution.

Basis for Evaluation: The Government will evaluate the extent to which the Offeror’s Management Approach demonstrates a clear understanding of the project requirements and provides a logical, realistic, and effective approach to managing and executing the work.

The Project Execution Narrative will be evaluated based on the extent to which the proposed approach demonstrates an understanding of the project’s requirements, complexities, constraints, and risks; provides effective methods for planning, coordination, communication, schedule and quality management, subcontractor management, and issue resolution; and presents project-specific strategies that support successful, timely, and efficient contract performance.

The Staffing Plan will be evaluated based on the extent to which the proposed organizational structure, staffing levels, roles and responsibilities, reporting relationships, availability, and allocation of resources provide appropriate management and technical coverage for successful project execution. The Government will also consider the degree to which the proposed staffing approach demonstrates continuity, accountability, effective communication, and sufficient resources throughout the applicable phases of the project.

Greater consideration will be given to approaches that demonstrate a thorough understanding of the project, clearly defined responsibilities and lines of authority, effective coordination and management controls, proactive identification and mitigation of project risks, and a realistic staffing strategy tailored to the specific requirements of this project.

FACTOR 3 – PAST PERFORMANCE ON RELEVANT PROJECTS (20%):

Description: This factor considers the depth, breadth, and quality of the offeror’s past performance on Similar Projects, or any other acquired past performance information, with regards to considerations such as technical success; customer satisfaction; successful management of the project; perceived quality of the final product from end users and clients;

timeliness and responsiveness of the offeror; adherence to contract documents, project baseline schedule, and budget; and the ability to coordinate activities and work with various stakeholders.

The factor considers the quality of comments to support reference ratings on CPARS and PPQs.

The Government will use a combined assessment of all aspects of past performance to arrive at a conclusion of overall past performance for each Similar Project. The assessment of the overall past performance for each Similar Project and any other past performance information may be used to arrive at a conclusion and evaluation of the offeror’s overall past performance. The Government will consider the quality of the entire portfolio of submitted Similar Projects (not to exceed three (3)) to assess past performance and will not give a more favorable rating for a greater quantity of submitted Similar Projects.

GSA Solicitation No. 47PB5126R0018 TMCH Modernization, NY

The Government’s sources of information for evaluating the offeror’s past performance may include, but are not limited to, any and all information the Government becomes aware of (whether or not before or after the deadline for initial offers and whether or not the sources are provided by the offeror). While the Government may elect to consider data and information from any source, the burden of providing detailed, current, accurate and complete past performance information by the deadline for the initial offers’ rests with the offeror. The Government may consider the contractor’s past performance information it obtains on its own or from other sources regarding past performance on projects other than those submitted for Similar Project.

Submittal Requirements: The Offeror must submit a PBS Past Performance Questionnaire (PPQ) (Attachment 2), completed by the applicable client, or FINAL CPARS for each project proposed in Factor 1, Experience on Similar Projects. Completed PPQs must be submitted directly to the Government's point of contact, via email at natalia.lugo-vinacruz@gsa.gov prior to the proposal closing date. Offerors should follow-up with clients/references to ensure timely submission of questionnaires. If the Offeror is unable to obtain a completed PPQ from a client for a project before the proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the project. Offerors must not incorporate by reference PPQs previously submitted for other Solicitations.

Basis for Evaluation: In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Contractor Performance Assessment Reporting System (CPARS), using all Commercial and Government Entity Code/ Unique Entity Identifier numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror's proposal, inquiries of owner representative(s), Subcontracting Reporting (SAM.gov), previously submitted PPQ information, and any other known sources not provided by the Offeror. While the Government may elect to consider data from a variety of sources, the burden of providing detailed, current, accurate, and complete past performance information rests with the Offeror. GSA will not maintain a database of PPQs submitted by Offerors.

The Government has no obligation to ensure that an equal number of references are obtained for each Offeror.

Past Performance can be described as how an Offeror performed on a job. Offerors are responsible for ensuring the references provided are willing and available to be contacted by the Government. The Government may contact those individuals who are provided as references by the Offeror to verify that the services provided comply with the similarity requirements of this RFP and to solicit an assessment of the quality of those services provided through a PPQ. FAR 15.202(c)(1) (GSA Class Deviation RFO-2025-15) states, "[a]n offeror without a record of https://docs.google.com/document/d/1EIBoED-P66G6BPbkg_RUhzqM9KxScOx5a-9uY8TpRaA/edit?usp=drive_link mailto:natalia.lugo-vinacruz@gsa.gov http://sam.gov

GSA Solicitation No. 47PB5126R0018 TMCH Modernization, NY relevant past performance or for whom information on past performance is not available may not be evaluated favorably or unfavorably on past performance." This will result in a “neutral” rating. The Government is not required to conduct or complete reference checks. In addition to contacting references provided by the Offeror, the Government may solicit other sources to find references for other relevant, similar work performed by the Offeror.

The standard of evaluation is met when offerors demonstrate at least an overall Satisfactory past performance based on all available information, whether or not included in the proposal, when considered together as part of the overall assessment of past performance. Offerors which receive ratings higher than Satisfactory or Neutral by references (such as in CPARS, PPQs, or direct conversations) may be rated more favorably. References evaluated ratings that are strongly substantiated by comments, remarks, awards, recognition, descriptions, or other evidence may be evaluated more favorably. The Government evaluation team may take into consideration the depth and quality of comments to determine the evaluated rating given for the Company’s Past Performance. A more favorable rating may be evaluated for the Company’s Past Performance to the extent such experience aligns with the requirements of the RFP, the statement of work, and the stated characteristics of a Similar Project.

Offerors may also include performance recognition documents received within the last seven (7) years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.

Joint-ventures and teaming arrangements are not synonymous and will be evaluated accordingly.

If a teaming arrangement is proposed, the offeror (prime contractor) will be evaluated under this factor.

FACTOR 4 - LOGISTICS PLAN (20%):

Description: The Offeror must submit a project-specific Logistics Plan demonstrating its understanding of the site conditions, constraints, and logistical requirements associated with successful execution of the project. The plan must describe how the Offeror intends to organize, coordinate, and control construction activities to maintain safe and efficient operations throughout the duration of the project.

At a minimum, the Logistics Plan must address, as applicable, site access and control;

mobilization and demobilization; staging and laydown areas; material deliveries, handling, and storage; equipment and personnel movement; temporary facilities; construction access routes;

pedestrian and vehicular circulation; parking; waste removal; security requirements; utility interruptions; protection of existing facilities and adjacent areas; coordination with building occupants and other contractors; and maintenance of required building or site operations during construction.

GSA Solicitation No. 47PB5126R0018 TMCH Modernization, NY

The plan must identify anticipated logistical challenges or constraints and describe the Offeror’s proposed strategies for addressing them while minimizing disruption to Government operations, building occupants, visitors, and surrounding areas.

The Offeror should provide sufficient detail to demonstrate that the proposed approach is tailored to the specific conditions and requirements of this project. Site logistics drawings, diagrams, phasing plans, or other visual information may be included to support the narrative.

Submittal Requirements: The contractors must provide a narrative outlining the following:

● The transportation, storage, and installation process of major equipment.

○ Narrative for this section to outline the Offeror’s proposed method of transportation of major equipment through the building to the elevator machine rooms and/or hoistways. This includes the use of any cranes/hoists, use of elevators for equipment transportation, loading of floors with equipment weights, and equipment pathways to include any temporary removals of building construction / services, etc.

○ If cranes/derricks are to be utilized, the Contractor must provide the following:

■ New York City Department of Buildings and/or Department of

Transportation permits are required for any rigging activities regardless of whether the activities are within the Federal property footprint or not.

■ The Contractor must provide structural calculations for rigging equipment, loads imposed on building structure, and any temporary alterations to building construction (i.e. any openings to building envelope or changes necessary to building construction for rigging pathways). All calculations and designs must be performed by a licensed architect/engineer. The Contractor must ensure the building structure can withstand rigging loads imposed, and include any temporary structural alterations necessary to withstand additional rigging loads imposed. The Contractor must temporarily support any openings to the building envelope, where deemed necessary.

■ The Contractor must prepare site safety and rigging plans, including methods of procedure outlining impacts to building operations and occupancies.

■ The Contractor must engage licensed riggers to perform rigging related work.
