About this opportunity

The Bureau of Reclamation seeks annual inspection and maintenance services for a Janus Fire Systems LPCO2 fire suppression system at Glen Canyon Power Plant in Page, Arizona, with proposals due July 28, 2026, at 9:00 a.m. Eastern. The procurement is set-aside for Small Business concerns under NAICS 541990 and PSC J012.

Place of performance is Glen Canyon Power Plant, Page, Arizona. The system protects the windings of eight main generating units through CO2 discharge into an airtight generator air housing. The contractor must perform comprehensive annual inspections including functional testing of the alarm control panel (normal and battery backup modes), alarm initiating devices, system disable switches, audio/visual notification devices, actuators, solenoids, and auxiliary functions; verification of third-party monitoring service signals; visual inspection of room integrity, CO2 tanks for damage and secure mounting, distribution piping, and discharge nozzles during unit outages; and testing of valves, pneumatic equipment, time-delay and lockout valves. The system comprises two 300 PSI rated CO2 storage tanks, steel distribution piping, and nozzles. All work must comply with NFPA 12 standards. The first inspection requires hydrostatic testing of hoses. The contractor must schedule work within 60 days of award with at least two weeks' advance notice; work hours are Monday through Thursday, 7:00 a.m. to 4:00 p.m., excluding Federal holidays.

The contract structure is a hybrid consisting of firm-fixed-price CLINs for inspection and maintenance services plus unpriced optional repair CLINs capped at $20,000 each, with a base year (September 1, 2026 through August 31, 2027) and four one-year option periods extending through August 31, 2031. The contractor must furnish a five-year service contract beginning after initial inspection and repairs, and submit a detailed inspection report documenting system condition, identified deficiencies, recommended repairs with labeled photos and cost estimates separating labor and parts. All proposed hourly rates must comply with Service Contract Labor Standards Wage Determination for Occupational Code 23290 (Fire Alarm System Mechanic); prevailing wage rates in Coconino County, Arizona range from approximately $13.92 to $69.43 per hour depending on occupation, with health and welfare fringe benefits of $5.55 per hour. Evaluation criteria are Technical Approach, Past Performance, Qualifications (requiring certified technicians with current certifications submitted prior to each annual inspection), and Price, weighted across four factors. Offerors must demonstrate at least five years' experience on CO2 fire protection systems with details of two similar projects, provide proof of technician certification and calibrated test instruments, and maintain active SAM registration. Amendment 0004 (issued July 22) extended the deadline from July 23 to July 28 and clarified system component inventory including nine heat thermostats per air handling unit and two spray nozzle sizes. Quotations must be submitted via email to Megan Swift (megan_swift@ios.doi.gov); questions were due July 13.
