About this opportunity

Argonne National Laboratory is soliciting a process gas analysis unit for research on rare earth metal production, specifically designed to simultaneously measure carbon monoxide (CO), carbon dioxide (CO2), and tetrafluoromethane (CF4). The procurement is being conducted by the Department of Energy Office of Science under a lowest price, technically acceptable evaluation method. Vendors must submit a comprehensive response by 5pm CDT on March 13, 2025, including a completed ANL-70 Request for Quotation, detailed list of technical capabilities, country of origin documentation, delivery lead time, signed representations and certifications, and price justification. The solicitation requires strict adherence to specific technical requirements outlined in the Statement of Work, with an emphasis on precise gas measurement capabilities for research purposes. Compliance with Buy American provisions is mandatory, with specific requirements regarding the percentage of domestic component origins.

The contract opportunity is not set aside for any specific business category and will be awarded under contract DE-AC02-06CH11357 with UChicago Argonne, LLC. The place of performance is Lemont, IL 60439, with FOB Destination delivery terms and net 30 days payment provisions. While a specific award value is not explicitly stated, the procurement includes multiple line items such as a spectrometer, high-resolution option, spectroscopy and gas analysis software, service/installation charge, and a portable laboratory pump. The technical specifications require the gas analyzer to measure CF4 from 0-200 ppm and CO/CO2 from 10-30%, with a CO/CO2 ratio of 3:1. The project targets metal production completion by December 2025, with a 15-week delivery timeline and a mandatory one-year warranty for the equipment.
