Key contract requirements include employment of a minimum of six full-time groundskeeping gardeners with a designated supervisor fluent in English, submission of annual Grounds Maintenance Plans and Grounds Improvement Plans, and implementation of a quality control program. Award will be made using FAR Part 15 tradeoff procedures, with technical approach, management plan, staffing, quality control measures, and past performance as the primary evaluation factors, with cost being less important than these combined technical factors. Critical deadlines include April 3, 2026 for registering attendees for the mandatory site visit on April 7, 2026; April 13, 2026 at 16:00 local time for submission of questions; and April 22, 2026 for quotation submissions, with no late proposals accepted.

The contract will be a fixed-price engagement with a 12-month base period running from July 1, 2026 to June 30, 2027, followed by two optional one-year renewal periods, with pricing to be submitted in Moroccan Dirham (MAD) including a 20% Value Added Tax as a separate line item. Temporary Additional Services are available on an indefinite delivery/indefinite quantity basis with a minimum of 150 square meters and maximum of 1,050 square meters per performance period. The Government will furnish water, electricity, and approved pest control products, while the contractor must supply all other labor, materials, equipment, insurance, overhead, and profit. The place of performance is Salé 11000, Morocco at the U.S. Embassy Rabat facility, with all proposals required to be submitted in English electronically and not exceed 30 MB in file size.
