The contractor must provide all materials, products, and plants, with the U.S. Government supplying only water and power. Contractors must submit a Grounds Maintenance Plan within 30 days of contract award, including plant and shrub supply schedules. Offers are due by April 22, 2026, with late submissions rejected. All proposals must be submitted in English and must be complete. The contracting process follows FAR Part 15 with the Tradeoff Approach; sub-contracting and co-venturing are not permitted, and the contractor must remain the sole Prime Contractor throughout the contract term. Pricing must include VAT as a separate line item. Evaluation factors, when combined, are significantly more important than cost or price. Minutes of the Site Visit

Solicitation No.: 19M05526Q0002 – Gardening Services

April 7, 2026 | 10:30 AM

Venue: U.S. Embassy Rabat

Attendees: 8 representatives from seven (7) companies

1. Introduction:

The U.S. Embassy Rabat Contracting Office opened the site visit by welcoming all attendees and thanking them for their attendance. The U.S. Government personnel involved in the contract were then introduced.

2. Discussion of the Solicitation Package:

The Contracting Officer explained the specific points below:

• All questions must be submitted in writing and in English following the Site Visit, no later than April 13, 2026, at 16:00 local time; they will be consolidated and answered in a combined list, which will be posted on SAM.gov and the U.S. Embassy Rabat website for all prospective offerors.

• Offers are due by April 22, 2026. Late submissions will not be accepted. Proposals must be submitted in English. Incomplete proposals will not be accepted or reviewed.

• Statements made during the conference do not alter the solicitation; no oral changes are binding. Any modifications, if necessary, will be issued only through a written amendment to the solicitation and made available to all prospective offerors on

SAM.gov and the U.S. Embassy Rabat website following the conference.

• The solicitation and contracting process are conducted in accordance with FAR Part 15 and the Tradeoff Approach described in FAR 15.103-1. Under this process, the

Government may make an award to a qualified offeror without conducting exchanges;

however, communications may be held, if determined to be in the best interest of the

U.S. Government, either before or after establishing a competitive range.

• Sub-Contracting and Co-Venturing are not permitted. The contractor must submit their proposal as the Prime Contractor and remain as the sole and Prime Contractor throughout the entirety of the contract, including any and all extensions.

• Period of Performance: The base period of performance is twelve (12) months, with two (2) option year periods. The initial performance period includes any authorized transition period under the contract.

3. Solicitation Review:

The Procurement Supervisor explained how the proposal must be submitted and highlighted the various sections of the solicitation:

Section 1:

• SF1449: Contractors are required to complete Blocks 17a-19 through 27 and 30.a through 30.c.

• Pricing: Bidders must complete the pricing tables for the base period and all option years. Additionally, the VAT amount must be priced as a separate line item (Page 2-

4).

• SAM Registration: Notwithstanding FAR 4.203-1(b)(5)(ii), the Contracting Officer has determined that it is in the best interest of the U.S. Government to accept proposals from offerors that are and are not registered in the SAM (System for Award

Management) database at https://www.sam.gov.

o Offerors with an active SAM registration need only provide their Unique

Entity Identifier (UEI) number and are not required to complete the information 52.204-90 since relevant information is found in their SAM registration.

o Offerors without an active SAM registration must complete FAR 52.204-90, Offeror Identification, in Section 5, Representations and Certifications. This information must be updated annually if option years are included in the solicitation or award. (Page 48)

Section 2:

• Clauses: All clauses referenced in the solicitation are U.S. Government clauses. (Page

19-38)

Section 3:

• Submission of offers: Contractors are advised to carefully read the submission instructions to be able to submit a complete and relevant bid. Offers must be submitted in English. (Page 39-43)

Section 4:

• Evaluation Factors: The Government will consider an award to other than the lowest priced offeror or other than the highest technically rated offeror. All evaluation factors and significant subfactors that will affect contract award, and their relative importance shall be, when combined, significantly more important than proposal cost or price.

(Page 44)

Section 5:

• Representations and Certifications: Contractors must complete all required representations and certifications as part of their offer. (Page 46)

4. Work Requirements:

The Contracting Officer’s Representative (COR) provided an overview of the scope of work, including details on personnel requirements, service schedule, types of services, and key duties and responsibilities under the gardening services contract. During the site walkthrough, the COR guided the contractors through the designated areas and explained the specific work requirements in detail.

5. Conclusion:

The Contracting Officer concluded the site visit by thanking all attendees for their participation and interest in working with the U.S. Government.
