About this opportunity
The Bureau of Land Management New Mexico Region sought repair of an HVAC chiller at the Canyons of the Ancients Visitor Center & Museum in Dolores, Colorado, with quotations originally due May 21, 2026. Amendment 0002, effective July 29, 2026, cancels the solicitation entirely; the requirement may be resolicited in Fiscal Year 2027 subject to funding availability and mission need.
This was a total small business set-aside under NAICS 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a $19.0 million size standard. Work was firm-fixed-price under FAR Parts 13 and 12, subject to Service Contract Labor Standards with Wage Determination WD 2015-5415, Revision 26, for Montezuma County, Colorado.
The scope comprised repair of a York commercial two-circuit chiller (Model YLAA0101HE, Serial SLEM-928170) displaying low suction pressure in System 1. Work included replacing pressure transducers and temperature sensors on both circuits, recovering and disposing of existing R-410A refrigerant in compliance with 40 CFR Part 82, replacing liquid line filter-drier cores, performing triple evacuation per manufacturer standards, and recharging to factory specifications. Contractor must perform operational verification testing and document findings in a written report. If the chiller fails verification, contingent troubleshooting on a not-to-exceed basis includes written assessment, recommended repairs, and cost estimates. The original period of performance spanned 90 calendar days from award, Monday-Friday, 8:00 a.m. to 5:00 p.m. local time, excluding federal holidays.
Technical acceptability required a minimum of two references for comparable commercial HVAC chiller repair within the past five years and current, valid EPA Section 608 Type II or Universal certifications for all proposed technicians performing refrigerant work. Evaluation used lowest-priced technically acceptable responsible small business. All offerors required SAM.gov registration as certified small businesses.
