About this opportunity

The United States Department of Agriculture Forest Service, Intermountain Region, Caribou-Targhee National Forest seeks furnishing, hauling, and stockpiling of 1,200 cubic yards of aggregate surface course material with nominal grading E, with proposals due August 19, 2026, at 10:00 AM Mountain Time. The procurement is set-aside for small business concerns under NAICS code 212321 with a 500-employee size standard.

Place of performance is Ashton, Idaho 83420, at the Mesa Falls Trailhead approximately 16 miles northeast of Ashton. Work must occur between September 8 and November 14, 2026. All materials transported onto National Forest System land must be weed-free and free from 42 identified invasive plant species specific to the Caribou-Targhee National Forest and Curlew National Grassland, including spotted knapweed, diffuse knapweed, Canada thistle, and poison hemlock. The contractor must supply weed-free materials; no government-provided sources are designated. Prior to site entry, all equipment must be cleaned and inspected by Forest Service personnel to prevent transportation of noxious weeds, requiring a minimum of seven business days' notice to the Contracting Officer's Representative. The contractor must obtain written roadbed approval before placement and must provide certified scale tickets for each individual truckload delivered.

Award will be made on a firm-fixed-price basis to a single contractor selected using lowest price technically acceptable criteria. Evaluation assesses technical acceptability, past performance, and price. Offerors must submit SF-1449, Schedule of Items with pricing, technical response documents, Schedule Narrative and Equipment Questionnaire, Past Performance Data Sheet with complete contracting officer and project manager contact information, and SF1413 Subcontractor Form if applicable. Prices must remain firm for 90 calendar days from the offer due date. Questions are due August 5 at 10:00 AM Mountain Time to arlen.fausett@usda.gov. Amendment 001 extended the deadline from August 10 and provided revised Attachment 2.1 Supplementals. Amendment 002, issued August 18, confirmed the certified scale ticket requirement.
