About this file

This is an Amendment 001 to Solicitation 1240LS26Q0002 issued by the Products and Services Central Team C5, located in Salt Lake City, Utah, with an effective date of 08/13. The amendment extends the response deadline to 8/19/2026 at 10:00 AM MT, provides a revised Attachment 2.1 Supplementals, and addresses questions submitted by potential offerors. Contractors must acknowledge receipt of this amendment prior to the specified deadline by completing items 8 and 15 and returning copies, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.

The underlying solicitation concerns the GAOA 4GG Mesa Falls Trailhead Gravel project, which requires offerors to furnish, haul, and stockpile aggregate surface course with Nominal Grading E per Table 703-2 of FP-14 Section 703 specifications. The statement of work specifies completion by 11/14/2026, with final quantity determined by scale weight using a 1.4 tons/cubic yard conversion factor. Key clarifications include that third-party material laboratory reports and recent routine production gradations from the proposed source are acceptable; stockpile site dimensional parameters vary based on the contractor's offloading method (side slopes approximately 1.5:1, heights 8–10 feet for truck dumping or up to 25–30 feet for conveyor systems); and the site will not be accessible prior to 8 September 2026. Offerors are not required to sign or return the amendment document itself.

1240LS26Q0002 – GAOA 4GG Mesa Falls Trailhead Gravel Q & A

Q: Could you please clarify the exact characteristics you are looking for? The Statement of Work mentions Nominal Grading E, I am not familiar with this specification.

A: See answer below and refer to Table 703-2

Q: Aggregate gradation. Attachment 3, Schedule of Items, specifies "Furnish/Haul/Stockpile Aggregate Surface Course, Nominal Grading E." The gradation limits for Grading E are not reproduced in the solicitation documents. Attachment 2.1 states that the Forest Service has adopted FP-14 for construction of National Forest System roads. Please confirm whether "Nominal Grading E" refers to the Grading E gradation in FP-14, Section 703, and identify the applicable table so that offerors and their testing laboratories are working to the same limits.

A: Section 703 is now incorporated into the supplemental specifications and included in the updated version of Attachment 2.1. Reference Table 703-2

Q: Delivery completion date. Attachment 2, Statement of Work, subsections 1.6 and 1.7, and Exhibit #1 all state that work is to be completed by 11/14/2026. Attachment 1, under Delivery Information, states that the USDA requires delivery of all items by 11/15/2026. Please confirm which date governs.

A: Delivery is required after labor day and before 11/15/2026 so 11/14/2026 governs as the last day for completion of delivery.

Q: Measurement and payment. The Schedule of Items prices the work per cubic yard. Attachment 2.1, Subsection 109.03(c), sets out weighing procedures and moisture adjustments for aggregates weighed for payment. Please confirm whether final quantity will be determined by volume or by scale weight, and if by weight, the conversion factor or method the Government will apply.

A: Final quantity shall be determined by scale weight, the government shall use 1.4 Tons/CY as a conversion factor.

Q: Third-party laboratory reports. The Evaluation and Basis for Award section requires lab reports from a third-party materials laboratory and production gradations from the source or crusher. Please confirm whether recent routine production gradations and lab reports from the proposed source are acceptable at the time of quotation, or whether testing must be performed on material already produced specifically for this requirement.

A: Recent routine production gradations and lab reports from the proposed source are acceptable, IF performed by a third-party material laboratory.

Q: Stockpile site. Attachment 2.2, Supply Plan, shows the proposed stockpile location as marked by the Forest Service. Please confirm whether any dimensional constraints apply to the stockpile — maximum height, footprint, or side slopes — and whether the site will be marked and accessible prior to 8 September 2026.

A: Dimensional parameters for the stockpile may vary based on the contractor’s chosen offloading method. As a general reference, a side slope of approximately 1.5:1 and heights ranging from 8–10 feet for truck dumping or up to 25–30 feet when using a conveyor system may be feasible, but the contractor should determine the appropriate configuration based on their operations and safety considerations. The site will not be accessible prior to 8 September 2026. the area will be marked and adjustments may be made dependent on the successful offerors offloading type.
