About this opportunity

The Department of the Navy Naval Supply Systems Command seeks customized flame-resistant food service uniforms for USS Theodore Roosevelt (CVN 71), with proposals due September 23, 2026. The procurement is a women-owned small business (WOSB) set-aside under a firm-fixed-price commercial supplies purchase order.

Place of performance is San Diego, California. The requirement consists of approximately 34,500 uniform items: 26,000 T-shirts (Culinary Specialist and Food Service Attendant variants), 6,500 chef coats, and 2,000 cargo and khaki pants across sizes Small through 2XL in multiple colors. T-shirts must be 100 percent cotton with quarter-length sleeves and crew-neck collars. Chef coats and cargo trousers must be constructed from domestically manufactured flame-resistant fabric meeting NAVSUP P-486 standards, with approved options including Milliken-Dupont Protera, Tencate Tecasafe Plus 700A, Itex Banwear/Banox, and Milliken-Springfield Dual Hazard. All items require customization with embroidered logos, insignia, and text (including CVN-71 insignia, rank insignias, Culinary Specialist logos, and department-specific designations) applied via direct embroidery, sewn embroidered patches, or screen printing; direct-to-film heat transfers are not acceptable. Delivery is required by November 30, 2026, with at least 50 percent of the order deliverable within 60 days of award; partial deliveries of at least 50 percent are acceptable if the balance follows in subsequent shipments. The acquisition is structured as 125 contract line items priced individually, with all costs for materials, labor, embroidery, printing, packaging, and delivery included in quoted prices. The Berry Amendment applies, requiring domestic source compliance. Small-business nonmanufacturer prime contractors must source items from U.S. small-business manufacturers or hold an applicable SBA waiver. Evaluation uses Lowest Price Technically Acceptable methodology with technical conformance and past performance acceptability assessed on a pass/fail basis before price evaluation. Quotations must remain valid for 120 days and include four volumes: administrative, technical, past performance, and price. The Government may make award without exchanges.
