About this file

This document is a Solicitation Questions and Answers (Q&A) attachment for Navy solicitation N00244-26-Q-0069 regarding Food Service Uniforms. The Q&A clarifies specifications, quantities, delivery requirements, and compliance standards for the procurement.

Product Specifications and Requirements: Offerors must provide flame-resistant (FR) fabric compliant with NAVSUP P-486 and use one of the approved domestically manufactured Commercial Off-The-Shelf (COTS) FR fabrics identified in the amended solicitation. Fabric weights range from approximately 6.5 to 8.5 ounces. Uniform items include chef coats, cargo pants, and shirts available in sizes Small through 2XL. Commercially available styles are acceptable provided they meet specified color, size, fabric, and sleeve length requirements. Artwork customization may be accomplished through direct embroidery, sewn embroidered patches, or screen printing. Standard commercial sizing is acceptable with no additional Government size chart required. Attachment 1 is the controlling specification for chef coat configuration, and NAVSUP P-486 does not impose additional construction or style requirements beyond those specified in Attachment 1.

Quantities, Pricing, and Delivery Terms: The correct total quantity for pricing is 34,500 units, with khaki cargo pants at 100 units each per size (Small, Medium, Large, XL, and 2XL). CLIN prices shall be quoted as lot totals representing the full quantity listed for each CLIN. Delivery must occur within 60 days after award but no later than 30 November 2026. One complete shipment is preferred; however, partial deliveries are acceptable if at least half the order is delivered within the specified timeframe. The delivery address is Building 1, Quay Road, San Diego. The quotation due date was extended from 14 September 2026 to 24 September 2026. Compliance Requirements: The Berry Amendment applies to this solicitation, requiring all offered food service uniforms and covered textile components to comply with domestic source restrictions. No Small Business Administration nonmanufacturer-rule waiver has been issued; therefore, small-business nonmanufacturer prime contractors must source garments from U.S. small-business manufacturers.
