About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 7, is seeking to lease clinic space in Gainesville, Florida to house a pain clinic facility. The space must encompass 9,004 to 9,180 Net Usable Square Feet (translating to 10,355 to 10,557 Rentable Square Feet), with a requirement for 40 on-site parking spaces including ADA-compliant spots. The government will evaluate submissions based on how economically advantageous the offered space is, considering factors such as availability of alternative facilities, relocation costs including physical move expenses, replication of tenant improvements, telecommunications infrastructure, and potential agency downtime. All offered space must meet government standards for fire safety, accessibility, seismic resilience, and sustainability, while maintaining full-service lease provisions and avoiding locations within the 1% annual chance floodplain. Interested offerors must submit property details, photographs, general layout, location information, and approximate price-per-square-foot by December 30, 2025, with specific responses to the Sources Sought Notice due December 8, 2025 at 3:00 PM EST. The point of contact is Kalisha Baisden, Lease Contracting Officer, at kalisha.baisden@va.gov or (803) 221-1806.

This procurement is not designated as a set-aside and represents a succeeding lease, as the government currently occupies clinic space expiring May 31, 2026. The solicitation number is 36C24726R0017, with the NAICS code 531120 (Lessors of Nonresidential Buildings) and PSC code X1DB (Lease/Rental of Laboratories and Clinics). The lease term will be seven years, consisting of three years firm with four years soft (renewal options). No specific budget range or award value is disclosed in the pre-solicitation notice. The government assumes no responsibility to award based on responses to this advertisement and will not pay commissions to brokers or representatives. Offerors are advised to familiarize themselves with Section 889 of the FY19 National Defense Authorization Act regarding telecommunications prohibitions, as this requirement will apply to any resulting lease agreement.

The U.S. Government currently occupies clinic space under a lease in Gainesville, Florida for 10,557 Rentable Square Feet (RSF) expiring May 31, 2026. The Government will consider alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.

Space must be handicapped accessible, (ADA compliant), with 40 on-site parking spaces. Interested offerors, (owners, brokers, or their legal representatives) should submit specific information concerning their properties, photos, general layout of the space offered, location of the space, and approximate price-per-square-foot.

NOTE: In accordance with 41CFR §102-73.55, Federal agencies must acquire leases on the most favorable basis to the Federal Government, with due consideration to maintenance and operational efficiency, and at charges consistent with prevailing market rates for comparable facilities in the community.

NOTE: Respondents are advised that the VA assumes no responsibility to award a lease based on the responses to this advertisement. VA will not pay commissions. Offerors are responsible for any costs associated with providing proposals to the Government. VA is only gathering market research information at this point and will only consider proposals from owners, landlords, lessors, or their legal representatives when actual proposals/offers are sought via solicitation as a result of this market research.

NOTE: This advertisement is not a solicitation for offers, nor is it a request for proposals. A Request for Lease Proposal (RLP) may be issued by the Department of Veterans Affairs at a later date.
