About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 seeks Intensive Outpatient Program beds for qualified veterans in Summit County, Ohio, with proposals due September 18, 2026 at 2:00 PM EDT. This is an unrestricted, indefinite-delivery indefinite-quantity (IDIQ) contract using FAR Part 12 commercial item acquisition procedures.

The contractor must establish and operate a four-bed residential facility providing 24-hour, seven-day-per-week housing and supportive services for veterans with substance use disorders and co-occurring mental health challenges through the Cleveland VA Medical Center. Place of performance is Summit County, Ohio. The facility must admit approved VA referrals within 24 hours and serve stays of six to twelve weeks. Services include case management by a licensed social worker, health education, personal hygiene assistance, locked medication storage, structured social activities, transportation to VA and community appointments, and maintenance of an alcohol and drug-free environment. No period of sobriety is required prior to admission, though active substance use is prohibited in the facility; contractors may decline VA referrals when a veteran is medically unstable or presents unsafe behaviors.

The guaranteed minimum for the initial ordering period (November 1, 2026 through October 31, 2027) is 4 bed days/nights, with a maximum of 10,000 bed days/nights across all five annual ordering periods through October 31, 2031. Reimbursement is per-bed-day at a unit price specified by the offeror, invoiced monthly in arrears. The NAICS code is 623220, Residential Mental Health and Substance Abuse Facilities; PSC is G004, Social Rehabilitation. Service Contract Act wage determination 2015-4721, Revision 28 (Ohio, Portage and Summit counties) applies. Evaluation will assess invoicing accuracy and timeliness, documentation completion, 24-hour admission capability, weekly status reporting, and incident notification compliance through direct observation, annual facility inspections, complaint validation, and file sampling.
