About this file
This is an Amendment to Solicitation/Modification of Contract (SF 30 Form) issued by the Department of Veterans Affairs Veterans Health Administration Network Contracting Office in Columbus, Ohio for solicitation 36C25027Q0001. Amendment 0001, effective September 3, 2026, provides responses to four questions received regarding the Intensive Outpatient Program (IOP) Beds solicitation for Summit County, Ohio. The amendment clarifies that contractors may manage overall residential capacity without exclusively reserving four beds for VA use at all times, provided they can accommodate approved VA referrals within 24 hours. For pre-award facility inspections, only a minimum of two beds must be unoccupied by tenants; the entire facility need not be vacant.
Regarding clinical eligibility and admission criteria, the amendment confirms that no period of sobriety is required prior to admission, though active use of substances is prohibited in the facility. Contractors may apply their normal admission or exclusion criteria based on medical stability, safety concerns, behavioral considerations, and level-of-care limitations, and may decline VA referrals when a Veteran is deemed medically unstable or presents unsafe behaviors. For ADA accessibility compliance, requirements apply specifically to the four beds or rooms and common/public spaces utilized under the VA contract rather than the entire facility. The solicitation closing date and time remain unchanged at September 18, 2026 at 2:00 PM Eastern. Offerors must acknowledge receipt of this amendment prior to the closing deadline.

Solicitation 36C25027Q0001 – Amendment 0001 Response to Questions – IOP Beds
1. Bed Reservation / Capacity Requirement - The PWS requires the contractor to maintain sufficient residential capacity to place four Veterans and to admit approved Veterans within 24 hours. Section B.2 states that the estimated quantities are not guaranteed, and Section 17.2 states that payment will only be made for actual services rendered. Please clarify whether the contractor is expected to reserve four beds exclusively for VA at all times, even when those beds are unoccupied and therefore not reimbursable, or whether the contractor may manage its overall residential capacity provided it can accommodate approved VA referrals within the required timeframe.
Answer: The contractor may manage its overall residential capacity provided it can accommodate approved VA referrals within the required timeframe.
2. Pre-award facility inspection / vacant facility - Section 12.3 of the PWS states that, for the initial inspection, the proposed contract facility must be “unoccupied by any tenants.” Please clarify whether this requirement means the entire proposed facility must be vacant at the time of the VA pre-award inspection, or whether only the rooms, unit, wing, or other portion of the facility proposed for performance under this contract must be unoccupied and available for inspection.
Answer: At a minimum 2 beds must be unoccupied by tenants during the pre-award facility inspection.
3. VA eligibility criteria / contractor admission criteria - Section 6 of the PWS states that Cleveland VAMC case managers/treatment teams will identify and refer appropriate Veterans and that the contractor must accept referrals and provide the required services to persons determined eligible by Cleveland VAMC. Please clarify the clinical and program eligibility criteria Cleveland VAMC will use when referring Veterans to the IOP Sober Residence. Specifically:
a. Is there any required period of sobriety prior to referral or admission?
Answer: No period of sobriety is required for admission. Veterans may not actively use in the facility.
b. May the contractor apply its normal admission or exclusion criteria for clinical appropriateness, medical needs, safety concerns, behavioral concerns, level-of-care limitations, or other documented reasons?
Answer: The contractor may apply its normal admission or exclusion criteria for clinical appropriateness, medical needs, safety concerns, behavioral concerns, level-of-care limitations, or other documented reasons.
c. If so, under what circumstances may the contractor decline a VA referral?
Answer: If the contractor deems a Veteran to be not medically stable or present with unsafe behaviors or concerns, they may decline the VA referral.
4. ADA Accessibility Requirement - The PWS states that handicapped-accessible rooms must be available in accordance with ADA standards and, if the facility is more than one story, accessible rooms and at least one accessible bathroom must be available on the first floor. Please clarify whether the entire proposed facility must meet all applicable ADA accessibility requirements or whether compliance may be satisfied by having the rooms, bathrooms, common areas, and routes used by VA-referred Veterans meet the applicable accessibility requirements.
Answer: ADA accessibility requirements apply to the four beds or rooms and any common/public spaces in the building utilized under this VA contract.
Amendment 0001 is to provide answers to questions received. The closing date shall remain the same, 9/18/2026 at 2:00pm Eastern.
