About this opportunity
Air Mobility Command seeks maintenance and repair of aircraft fire training facilities at Fairchild Air Force Base, Washington, with proposals due August 18, 2026. This is a 100% small business set-aside with a firm fixed-price structure covering a base year (October 1, 2026 through September 30, 2027) plus four optional one-year periods through September 30, 2031.
Place of performance is Fairchild AFB, Spokane County, Washington. The contractor shall maintain and repair the Aircraft Fire Rescue Training Facility (AFRTF), structural trainer, and conservation pond in accordance with Air Force Technical Order 35E1-2-13-1, manufacturer recommendations, NFPA standards, and applicable federal and state regulations. All work must be performed by qualified personnel with expertise in Air Force Aircraft Crash Fire Trainers during normal duty hours (0730–1630, Monday–Friday), excluding federal holidays except in emergencies. Scheduled maintenance includes three seasonal cycles: spring startup (approximately April 15), summer inspection (approximately 90 days after de-winterization), and winter shutdown (approximately October 15). Non-routine repairs under $2,500 require approval from the Government Point of Contact; repairs exceeding $2,500 require Contracting Officer approval via bilateral modification. The contractor must provide cost estimates within ten business days.
All contractor personnel must obtain Defense Biometrics Identification Cards (DBIDS) with Real ID Act-compliant credentials for the contract performance period or one year, whichever is shorter. The contractor is prohibited from providing any service or product requiring Class I Ozone Depleting Substances. Contractor vehicles larger than 15-passenger vans must enter through the Rambo gate Monday through Friday, 0600–1600 hours. The NAICS code is 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) with a $12.5 million size standard; PSC is J012. Parts are capped at $2,500 per year. Award will be based on best value considering price and Supplier Performance Risk System (SPRS) ratings. The incumbent contractor, WRGA Fire Training Solutions Inc., holds the current contract through September 30, 2026. Amendment 0001 (issued August 13, 2026) extended the due date from August 14 and clarified that cathodic protection system maintenance is not required, eliminated annual comprehensive structural integrity evaluations by licensed professional engineers (limited to one-time baseline assessment in the base year), and confirmed a local third mid-summer inspection mandate and annual visual inspections and load testing/re-certification of anchor points (not to exceed five years; next required September 2030) per NFPA 1402, OSHA, and IWCA I-14.1 standards.
